About The Position

The New York City Taxi and Limousine Commission (TLC) is responsible for licensing and regulating various transportation services in New York City, including yellow taxicabs, for-hire vehicles, commuter vans, and paratransit vehicles. It is the most active taxi and limousine licensing regulatory agency in the United States, licensing and regulating over 80,000 vehicles and approximately 150,000 drivers. The TLC plays a crucial role in public safety and reducing traffic-related injuries. A significant part of the TLC's operations involves enforcing administrative regulations through its Prosecution Division, which investigates and prosecutes over 50,000 summonses annually. The Senior Supervising Attorney will oversee prosecuting attorneys and Supervising Attorneys in the Consumer Complaint Unit (CCU) and manage the Driver Protection Unit's (DPU) practices, including mediation or prosecution of illegal or fraudulent conduct affecting licensed drivers.

Requirements

  • Admission to the New York State Bar.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; OR Six months of satisfactory service as an Agency Attorney Interne (30086).
  • Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
  • To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
  • To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Responsibilities

  • Managing the intake of complaints filed by members of the public against TLC licensees.
  • Reviewing and editing charging documents prepared by prosecuting attorneys.
  • Monitoring the quality of complainant interviews and prosecutor performance.
  • Addressing matters escalated for further action or review.
  • Coordinating with case examiners to ensure timely resolution of complaints.
  • Participating in outreach events concerning drivers’ rights.
  • Conducting settlement conferences.
  • Collaborating with state and local government bodies on joint investigations.
  • Participating in regulatory review and recommendations regarding TLC rules impacting drivers.
