About The Position

Transit America Services, Inc., a division of Herzog, is currently seeking a Senior Superintendent of Track & Structures in San Jose, CA. This role involves developing and implementing improvements in Engineering processes, overseeing all construction, maintenance, and inspection activities on the Caltrain ROW for track and structures, and managing third-party construction and services. The position requires managing all phases of construction projects, including coordinating resources, ensuring adherence to specifications, and maintaining quality, schedule, and budget. The Senior Superintendent will also be responsible for contract administration, tracking project schedules and costs, forecasting project expenses, and generating reports. This role involves supervising other Superintendents, ensuring their reports are accurate and addressing any issues. A key aspect is overseeing and participating in the planning and implementation of on-track protection for maintenance and inspection work. The position also involves developing and directing programs to support Caltrain initiatives, formulating and implementing safety, training, and compliance programs, and maintaining a safe environment for train operations. Ensuring contract deliverables are met, extra and capital work is properly completed, charged, and billed, and coordinating maintenance and construction projects with other departments are also critical functions. The role requires ensuring inspections and tests are conducted with accurate reporting according to regulations, and that the physical plant meets or exceeds FRA, CPUC, and Caltrain standards. Continued development of personnel through plans, meetings, evaluations, and training is essential. The Senior Superintendent will oversee weekly work plans, schedule implementation, and the procurement and installation of materials and equipment. They will also be responsible for developing and implementing safety programs with specific goals to reduce accidents and injuries, and overseeing accident investigations and drug/alcohol testing. The role demands exceptional ability to work under pressure and coordinate multiple activities and groups for maximum efficiency, along with regular engagement in Herzog’s culture and predictable attendance.

Requirements

  • Bachelor’s degree in Electrical, Industrial, Mechanical Engineering or a related field is preferred and 10 years of previous experience from a Class 1 railroad or passenger transportation system with experience in performing railroad maintenance and right of way work projects, coordinating and assisting with the maintenance of railroad tracks and structures, oversight of contracts for construction and/or maintenance, reading and understanding prints and technical specifications, rules and regulations, inspecting tracks and structures associated with railroad maintenance, and review of track safety and quality assurance; OR an equivalent combination of education and experience.
  • Employee development responsibilities include continuing education to expand knowledge base.
  • Possession of a valid State of California Driver’s License
  • OTS rules qualification or the equivalent
  • 7 designation or documentation of eligibility.
  • Methods and principles and practices of rail safety requirements in maintenance and operations.
  • Principles and practices of inspection and maintenance of track, roadbed, signals, communications, and computer systems.
  • Must be able to perform at all project management levels, including financial and job cost accounting knowledge.
  • Exceptional knowledge of track geometry and construction management techniques is required.
  • Pertinent federal, state, and local laws, codes and regulations of the Federal Railroad Administration.
  • Strong written and oral communication skills, English usage, spelling, grammar, and punctuation.
  • Computer applications such as word processing, spreadsheets, and statistical databases.
  • Must have the ability to function in a dynamic environment and have the ability to prioritize work elements.
  • Subject to pre-employment background check and motor vehicle report review.

  • Successfully complete and maintain any required safety certification and testing on an annual basis.

Responsibilities

  • Develop, innovate, and provide systematic improvements in Engineering processes which include but is not limited to, policy, on-track protection, contracts, work plans and safety plans wherever possible.
  • Oversee, monitor, evaluate and execute all construction, maintenance and inspection activities on Caltrain ROW for track and structures and primarily third party construction and services.
  • Oversee management of all phases of construction projects including coordinating employees, subcontractors, material and equipment, ensuring specifications are being followed and work is proceeding with quality, on schedule and within budget. This includes developing a cost-effective plan when requested for completion of projects following a logical pattern of utilization of resources.
  • Coordinates work of subcontractors working on various phases of multiple projects.
  • Responsible for proper administration of construction contracts.
  • Tracks and controls construction schedules and associated costs to achieve completion of projects within time and monies allocated. This includes actively forecasting project costs, developing and generating regular internal and external project reporting.
  • Proactively identifies changes in project scope and ensures appropriate measures are taken.
  • Supervises Superintendents, reviews their reports, check on any reported difficulties and addresses any violations or other reported deficiencies.
  • Oversee, monitor, evaluate and participate in the planning/implementation of on track protection for maintenance/inspection work being performed on the property.
  • Develops, directs, and implements programs that support existing and proposed Caltrain programs.
  • Oversee and direct the formulation and implementation of safety, training, and compliance programs.
  • Maintain safe and dependable environment for train operations.
  • Ensures all contract deliverables are met and all extra and capital work is properly completed, charged and billed.
  • Coordinates maintenance and construction projects with other departments.
  • Ensure inspections/tests are made and accurate reports are provided to the appropriate parties in accordance with local, state, federal and TransitAmerica Services Inc. procedures.
  • Ensure all aspects of the physical plant meet or exceed current FRA, CPUC and Caltrain standards.
  • Continued development of our people – This includes a development plan, development meetings, evaluations, communication, training, and field interaction.
  • Oversee the completion of weekly work plan and schedule.
  • Oversee the implementation of a work order program.
  • Monitor and approve procurement of material/equipment and proper installation of such.
  • Responsible for the development and implementation of Caltrain and TransitAmerica Services Inc safety programs with specific goals to reduce accidents and injuries.
  • Oversee, monitor, and participate in the investigation of vehicle accidents, and drug and alcohol testing.
  • Exceptional ability to work under pressure and coordinate numerous activities and groups of people who need to cooperate to achieve maximum efficiency.
