About The Position

Goins Sweitzer Engineers and Consultants is seeking a motivated and detail-oriented NCDOT CEI Structures Technician to join their team. This role involves verifying the quality and compliance of construction project activities according to NCDOT standards and specifications. The position offers opportunities for skill advancement through on-the-job training and certification classes. The initial project focuses on inspecting upgrades to passenger ferry dock facilities at Ocracoke and Hatteras terminals, including assisting with a bridge replacement project on Ocracoke. Housing on Ocracoke will be provided for this assignment. Projects are expected to run from October 2026 to late Spring 2027, with potential for future work in the Elizabeth City area or other NC locations.

Requirements

  • Minimum of 10+ years of experience as a CEI Inspector on NCDOT projects
  • Prior NCDOT Construction Inspection Experience with active materials testing certification
  • Willingness to travel to Ocracoke via ferry service; no other transportation options are available.
  • A strong sense of responsibility, a positive attitude, and the ability to work well independently and as part of a team
  • Ability to perform field measurements and complete mathematical calculations to determine areas and volumes, and convert between units
  • Excellent communication and interpersonal skills
  • Willingness to work both indoors and outdoors, in varying weather conditions
  • Willingness to work weekends and nights if required
  • Valid driver’s license and favorable driving record
  • Ability to lift up to 50 pounds

Responsibilities

  • Conduct on-site inspections of construction activities, including roadways, bridges, utilities, erosion control, and other infrastructure components, to verify compliance with construction drawings and NCDOT standards and specifications.
  • Identify and report any discrepancies, defects, or non-compliance issues.
  • Utilizing a company-provided iPad, maintain detailed daily records of construction activities on NCDOT SharePoint Site utilizing the SharePlus App.
  • Generate clear and concise inspection reports and other pertinent documentation, including test reports, material received reports, and pay estimates.
  • Maintain detailed records of onsite activities to aid in the development of as-built plans.
  • Perform materials testing on soil, asphalt, and concrete.
  • Collaborate with NCDOT staff, contractors, and other project stakeholders to address and resolve issues promptly.
  • Monitor and enforce safety protocols and best practices on construction sites.
  • Report safety hazards and assist in the resolution of safety concerns.
  • Communicate clearly and effectively with project stakeholders, including NCDOT representatives, contractors, and project team members.
  • Provide regular updates on project progress and address any concerns promptly.
  • Manage and support junior level inspection staff.
  • Make judgement calls in the field regarding construction issues encountered.
