About The Position

The Strategic Process Subject Matter Expert (SME) provides senior-level strategic advisory and action-officer support to Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), Logistics Current and Future Operations Branch (LPOV). Working on-site at the Pentagon, the Strategic Process SME directly supports Senior Executive Service (SES) and General Officer leadership by translating strategic guidance into executive-level products, integrating logistics equities across Headquarters initiatives, and developing strategic communications, concepts, policies, and planning products. The Strategic Process SME supports Force Design initiatives, organizational modernization, congressional engagements, strategic communications, and Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities while coordinating across Headquarters Marine Corps, Fleet Marine Force (FMF), Joint Staff, Geographic Combatant Commands, and other Department of Defense stakeholders. The position requires exceptional executive writing, strategic planning, and analytical skills to support senior decision makers operating in highly dynamic environments.

Requirements

  • U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
  • Bachelor's degree from an accredited college or university.
  • Eight (8) years of experience supporting Headquarters Marine Corps organizations and coordinating with the Fleet Marine Force (FMF).
  • Demonstrated experience providing strategic advisory support to Senior Executive Service (SES) and General Officer leadership.
  • Proven ability to communicate effectively with senior military and civilian leaders at the General Officer (3-Star) and SES levels.
  • Demonstrated ability to translate strategic guidance, organizational priorities, and executive direction into high-quality executive presentations, briefings, correspondence, and decision products.
  • Experience reviewing, researching, analyzing, and drafting speeches, briefings, executive correspondence, and strategic communication products.
  • Experience supporting congressional testimony development, executive responses, and senior leadership engagements.
  • Experience supporting Marine Corps Force Design initiatives and integrating logistics equities into strategic planning efforts.
  • Experience supporting Geographic Combatant Commands, Service Components, or Headquarters organizations involving planning, prioritization, force management, or resource allocation.
  • Demonstrated experience developing concepts of employment (CONEMP), concepts of operations (CONOPS), strategic implementation plans, resourcing strategies, and PPBEA actions.
  • Experience coordinating executive tasking using ETMS2 or equivalent Headquarters task management systems.
  • Experience developing executive-level presentations, issue papers, white papers, decision briefs, reports, and policy documents.
  • Excellent analytical, writing, communication, organizational, facilitation, and briefing skills.
  • Proficiency using Microsoft Office Suite, Microsoft Teams, SharePoint, and collaboration platforms.

Nice To Haves

  • Master's degree in Public Administration, Strategic Studies, National Security, Logistics, Business Administration, or related discipline.
  • Previous experience supporting Headquarters Marine Corps, Department of the Navy, Joint Staff, Combatant Commands, or other DoD Headquarters organizations.
  • Experience supporting Marine Corps logistics modernization, Force Design, naval logistics integration, or expeditionary logistics initiatives.
  • Experience supporting executive-level strategic communications, organizational transformation, or enterprise modernization initiatives.
  • Experience facilitating strategic planning sessions, executive workshops, or senior leadership conferences.
  • Lean Six Sigma certification or comparable process improvement experience.
  • Familiarity with Marine Corps logistics doctrine, PPBEA, Force Design, Joint planning processes, and Headquarters staff operations.

Responsibilities

  • Provide senior action-officer and strategic advisory support to SES and General Officer leadership within HQMC I&L and LPOV.
  • Translate strategic guidance, organizational priorities, and leadership intent into executive-level presentations, briefings, correspondence, decision papers, and strategic communications products.
  • Develop speeches, executive talking points, congressional testimony input, information papers, issue papers, and briefing materials supporting senior leadership engagements.
  • Conduct research, assessments, and analysis supporting organizational modernization, Force Design initiatives, logistics transformation, and enterprise strategic planning.
  • Integrate Marine Corps logistics equities into Headquarters initiatives involving policy, concepts, strategy, capability development, and organizational priorities.
  • Coordinate executive tasking and workflow through ETMS2, Microsoft Teams, SharePoint, and other Headquarters collaboration tools.
  • Review and analyze policies, concepts, doctrine, strategic guidance, and planning documents at the Unclassified, CUI, Secret, and TS/SCI levels.
  • Support development and execution of strategic communications plans, executive messaging, and organizational outreach initiatives.
  • Assist with development of concepts of employment (CONEMP), concepts of operations (CONOPS), strategic implementation plans, resourcing strategies, and PPBEA documentation.
  • Coordinate with Headquarters Marine Corps organizations, Fleet Marine Force commands, Joint Staff, Geographic Combatant Commands, and other stakeholders to synchronize strategic initiatives.
  • Support Installations and Logistics Board (ILB), Executive Offsite Symposium (EOS), senior leadership conferences, workshops, and executive engagements through document development, analysis, and briefing preparation.
  • Support Requests for Information (RFIs), executive correspondence, budget planning sessions, and senior leadership decision support activities.
  • Develop and maintain executive-level templates, planning products, briefing packages, and organizational communications materials.
  • Support continuous process improvement initiatives through strategic process analysis, workflow optimization, and implementation of organizational best practices.
  • Provide strategic recommendations supporting Marine Corps logistics modernization, Force Design implementation, and future naval logistics operations.
  • Perform other strategic advisory and organizational leadership support duties necessary to accomplish contract requirements.
