About The Position

The Senior Specialist, Procurement is responsible for maintaining strategic alliances and partnerships, performing negotiations, price analysis, and order justifications. This role involves streamlining the order fulfillment process to ensure supplier quality and delivery meet performance metrics, conducting conference calls, and establishing strong communication lines with assigned vendors. The specialist must understand and flow down the Company “Terms and Conditions”, especially the “Specification and Requirements” portion, to the supply base. They are also responsible for escalating issues to management, recommending proper courses of action, and ensuring all procurements comply with corporate and L3Harris policies and procedures, including signature authority. Additionally, the role involves assessing supplier competence through capabilities and risk assessments.

Requirements

  • Bachelor’s Degree and minimum 6 years of prior relevant experience, OR Graduate Degree and a minimum of 4 years of prior related experience, OR in lieu of a degree, minimum of 10 years of prior related experience.
  • 4 or more years of experience in purchasing in an MRP (ERP) driven manufacturing environment.
  • Proven negotiation experience.
  • Contract experience, including knowledge of terms and conditions, and other agreement-related experience.
  • Strong working knowledge of Microsoft Office.
  • Understanding and working knowledge of engineering documentation and product configuration.
  • Strong interpersonal and problem-solving skills.
  • Ability to work effectively in a digital/remote environment.

Nice To Haves

  • Experience in government / FAR buying environment is strongly preferred.
  • Experience with Electro-Mechanical commodities (i.e. CCAs, PWBs, Cable assemblies, etc).
  • Strong technical literacy.
  • APICS CPIM or CSCP certification preferred.

Responsibilities

  • Procure and manage assigned commodities to enable L3 Harris production, including purchase order issuance and maintenance, administration of engineering changes, costing and cost project administration, and purchased material cost analysis.
  • Create PO packages with all required documentation, such as Price Analysis, Justification Worksheet, Order acknowledgement, PPV, and Excess.
  • Lead supplier negotiations and the supplier selection process.
  • Identify and implement cost reduction opportunities and overall material cost control.
  • Manage supplier relationships for assigned commodities and assist in developing and implementing supplier base strategies.
  • Resolve supplier base problems, including negotiations on Non-Conformances, invoicing, receipt discrepancies, terms and conditions, and service levels.
  • Provide training, guidance, and coaching to Procurement Agents in a non-supervisory role.
  • Assist with Marketing requests, including running Price Models to determine material costs for proposed projects.
  • Control and manage the inventory integrity of purchased items in the MRP database associated with the commodities.
  • Provide guidance to the company on key events in selected commodities that may affect business plans.
  • Seek out new suppliers and new processes, and keep the company informed of these developments.
  • Maintain documentation control in compliance with FAR regulations and company procedures and policies.
  • Implement strategic goals established by leadership and manage selected projects as assigned.
