About The Position

Our team is actively seeking a Contracts Senior Specialist to join the Intelligence, Surveillance and Reconnaissance (ISR) business area. This position is responsible for a diverse business area, with defense customers from various USG Departments and Agencies, as well as large and small business prime contractors. The Contracts Senior Specialist will administer, extend, negotiate, and terminate standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

Requirements

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • Minimum 4 years experience working with Defense programs, FAR/DFARS, and TINA
  • Must be a US citizen.
  • Ability to obtain a DoD Secret security clearance.

Responsibilities

  • Administer, extend, negotiate, and terminate standard and nonstandard contracts.
  • Conduct proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
  • Examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Prepare bids; process specifications, progress, and other reports; advise management of contractual rights and obligations; compile and analyze data; and maintain historical information.
  • Prepare contractual letters, Terms & Conditions, Representations & Certifications for proposals to the U.S. Government and other DoD Contractors.
  • Provide audit and fact-finding support for major proposals.
  • Administer and close contracts.
  • Compile information and reports.
  • Interpret contract requirements and track contractual performance to the requirements.
  • Work with customers, management, and program teams to resolve issues, secure approvals, and ensure successful contract execution.
  • Serve as the primary liaison for contractual communication between L3Harris and our customers.
  • Ensure compliance with federal procurement regulatory requirements.
  • Assist procurement personnel with contracting tasks, including establishing flow-down terms and conditions.
  • Utilize knowledge of regulations including the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations.
  • Read and interpret contracts and statements of work (SOW).
  • Manage multiple projects and prioritize appropriately.
  • Possess strong attention to detail, with the ability to identify discrepancies and inconsistencies in data and documents, ensuring high levels of accuracy and quality in all work outputs.
