About The Position

L3Harris is seeking a Program Control Business Analyst who will contribute to achievement of departmental goals and operating plans with direct impact on the departmental results needed to maintain all performance measurement data (baseline, performance, actual costs, and estimates to complete) for the COBRA cost tool and databases, integrating with the Microsoft Project program planning tool and the PeopleSoft accounting system in order to comply with ANSI/EIA-748 earned value (EV) requirements for the MOSSAIC contract. Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Make moderate to substantial improvements to systems and processes. Opportunities for problem solving and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem. Problems typically involve consideration of multiple issues, job areas or specialties. Problems are generally solved through creative solutions, drawing from prior experience and in-depth analysis of issues.

Requirements

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • Ability to obtain security clearance.
  • 3+ years of experience with pulling and analyzing data from numerous sources.
  • 3+ years of experience with COBRA Cost Tool.

Nice To Haves

  • Clearance if desired or ability to obtain a clearance.
  • Experience using VBA to create macros in MS Excel.
  • Deep Knowledge of Earned Value Management.
  • Ability to work in fast-paced environment to meet monthly deadlines for CDRL deliveries.
  • Knowledge of MS Project.

Responsibilities

  • Resolve all EV data-related issues in a timely manner.
  • Research and respond to customer requests for additional data and analysis.
  • Perform COBRA cost tool system administration for the SI1 segment including new program setup, global file (including rate) updates, and program access/security.
  • Perform routine and ad hoc earned value analysis, create reports, and provide EV advice for program management, CAMs (Control Account Managers), planners, and contract administrators.
  • Review and approve/disapprove change control documents (work authorization and change requests).
  • Administer activity codes linking cost, accounting, and planning tool WBS IDs.
  • Integrate new systems (Deltek Cobra, Encore Analytics Empower) as they become available and/or required.
  • Provide data and documentation for external (DCMA, DCAA, ISO) and internal review including monthly EV Program Baseline Log, Program level IPMR Format 5 reports, as well as generation of IPMR Format 1, 2, 3, 4 and 7 reports.
  • Create and maintain accurate records
  • Create control account plan reports from the cost tool for initial baselines and changes.
  • Create IBR artifacts.
  • Maintain cost tool historical record/history.
  • Maintain Contract Budget Base and Program Baseline Log for each weapon system.
  • Maintain records for all month end data processes (MS Project files, COBRA loading files, cost tracking, COD (correction of deficiency) logs, etc.).
  • Monthly update to COBRA Header data for IPMR reporting
  • Take project controls from contract to baseline and monthly IPMR on a regular basis.
  • Participate in VAR reviews, analysis, and selection for monthly IPMR submissions.
  • Interface with planners on a regular basis to assure compliance for baseline and program changes.
