Requirements

  • Minimum 7 years of experience supporting software quality assurance, quality engineering, software testing, or test automation.
  • Minimum 3 years of experience developing and maintaining automated test frameworks.
  • Experience testing cloud-based applications and data platforms.
  • Experience with API, integration, system, regression, and end-to-end testing.
  • Experience validating complex data transformations and data integration pipelines.
  • Experience working within Agile development environments.
  • Experience with defect management and requirements traceability tools.
  • Experience supporting CI/CD and automated testing processes.
  • Experience producing test plans, test cases, test reports, and testing documentation.
  • Must be able to obtain and maintain a Public Trust clearance.
  • Must have lived in the United States 3 out of the past 5 years.

  • Experience supporting CMS, HHS, or other Federal healthcare programs.
  • Experience supporting provider data, healthcare interoperability, enrollment, credentialing, licensing, or healthcare analytics systems.

  • CI/CD platforms (GitHub Actions, Jenkins, GitLab CI, Azure DevOps, or equivalent).
  • AWS cloud services.
  • Data validation and quality-testing tools.
  • Jira, Confluence, GitHub, and related Agile toolsets.
  • Performance-testing tools such as JMeter, LoadRunner, or equivalent.

Responsibilities

  • Develop and maintain the program test strategy, test plans, test cases, and test procedures.
  • Establish quality engineering practices supporting Agile and DevSecOps delivery.
  • Define test acceptance criteria aligned with business, technical, and operational requirements.
  • Participate in backlog refinement, sprint planning, reviews, and demonstrations.
  • Support Definition of Ready (DoR) and Definition of Done (DoD) quality activities.
  • Ensure traceability between requirements, test cases, defects, and releases.
  • Design, develop, execute, and maintain automated test frameworks and regression test suites.
  • Automate functional, integration, API, data validation, and end-to-end testing activities.
  • Integrate automated testing into CI/CD pipelines.
  • Develop reusable testing components and automation utilities.
  • Improve automation coverage and reduce manual testing effort.
  • Support automated release validation and deployment verification.
  • Validate provider data ingestion, transformation, normalization, aggregation, and delivery processes.
  • Develop automated data quality testing routines for completeness, accuracy, consistency, timeliness, and integrity.
  • Verify source-to-target mappings and transformation logic.
  • Validate metadata, provenance, licensing, and publication-rule implementation.
  • Test data quality dashboards, reporting capabilities, and analytical outputs.
  • Support verification of corrections, enrichments, and quality-improvement activities performed teams.
  • Test system integrations, interfaces, APIs, data exchanges, and interoperability services.
  • Validate data exchange processes supporting FHIR-enabled and CMS-approved interfaces.
  • Perform end-to-end workflow testing across acquisition, validation, processing, and delivery components.
  • Verify secure transmission and exchange of provider information.
  • Develop and execute performance, scalability, load, stress, and reliability testing.
  • Validate operational readiness for releases and project milestones.
  • Verify monitoring, alerting, recovery, and failover capabilities.
  • Support operational validation of data delivery, batch processing, and workflow performance.
  • Document, track, prioritize, and validate defect resolution.
  • Participate in root cause analysis activities.
  • Verify corrective actions and regression prevention measures.
  • Monitor quality trends and provide recommendations for improvement.
  • Support quality audits and QASP performance assessments.
  • Analyze test results, defect trends, and quality metrics.
  • Recommend improvements to testing processes, automation frameworks, and quality practices.
  • Contribute to lessons learned and retrospective activities.
  • Support continuous improvement initiatives across development, operations, and data quality functions.
