About The Position

King County Department of Judicial Administration is seeking a Senior Software Developer (IT Engineer – Senior) to join our Technology Services Division! We are looking for someone who has experience in software development on large and complex systems, advanced knowledge of information systems and technology principles, can think creatively to troubleshoot problems, and has high attention to detail. As the Senior Software Developer you will be responsible for developing user interfaces and business processes for various systems, devices and data exchanges. The Department of Judicial Administration’s core business applications form a highly complex, distributed system serving multiple departments, external agencies, and the public for the submission and management of King County Superior Court case filings, court documents, and related working copy documents submitted to the Court. These applications are comprised of off-the-shelf, reconfigured-off - the-shelf and custom software components. Our Technology Services Division (TSD) supports the mission of the Department of Judicial Administration by enabling business processes through the use of information technology (IT). The Department of Judicial Administration (DJA), also known as the Superior Court Clerk's Office, serves as the independent record keeper for King County Superior Court. DJA is a forward-looking agency that uses technology to help perform a wide range of tasks more effectively, efficiently, and reliably for the Court, litigants and the public. Our mission is to deliver professional, socially just, high-quality Superior Court record services and justice system programs to all of our customers. The functions of our office include, but are not limited to: Serving all customers, Receiving and processing court documents, Providing a clerk presence at every court proceeding to make the record and take minutes, Receipting fines and fees, Initiating cases including civil and family law, Disbursing funds, Storing wills in the Will Repository, Facilitating access to court records online and in-person, Managing the Adult Drug Diversion Program.

Requirements

  • Bachelor's degree in Computer Science or a related field, OR equivalent combination of experience and education.
  • Advanced knowledge of information systems, processes, techniques and computer technology principles.
  • 5 or more years in software development on large and complex systems.
  • Proficient in web development; deep understanding and experience with HTML/JavaScript/CSS.
  • Familiarity with n-tier architecture development and deployment.
  • Familiarity with REST/ASP.NET Web API development.
  • Experience on database and data analytics.
  • Results-driven, process-oriented, self-starter that can successfully work on multiple projects simultaneously.
  • Experience supporting and working with cross-functional teams in a dynamic environment.
  • Ability to collaborate with partner government agencies.
  • Ability to effectively present information in one-on-one and small group situations throughout the organization.
  • Experience in system support: ability to troubleshoot issues, track, resolve, and document significant system problems and issues requiring a broad understanding of the entire complex system.
  • Excellent organizational skills and attention to detail.
  • Must be able to work in a fast-paced environment with daily work processing deadlines.
  • Strong analytical and strategic skills; ability to synthesize complex information and influence decision makers, turning strategy into action.
  • Ability to work independently and in a team environment.
  • An understanding of best practices for keeping PII, PCI, HIPAA, and CJIS data secure.
  • Demonstrated competence with Microsoft Windows operating systems and Microsoft Office Suite.
  • Ability to learn quickly.

Nice To Haves

  • Familiarity with Agile and working knowledge of SCRUM.
  • Experience in test driven development.
  • Familiarity with cloud integration and Microsoft Azure – App Service, Logic App, Service Bus, API Management, Functions.
  • Familiarity with MVC/ASP.NET MVC.
  • Experience with Java/Groovy.
  • Good understanding of performance.
  • Previous experience with customer relationship management (CRM) and content management systems (CMS) such as Sitecore and SharePoint.

Responsibilities

  • Develop and support applications for highly complex systems, which requires a thorough analysis of the business processes that these systems support and an in-depth understanding of business needs.
  • Evaluate existing applications for process efficiency, system integrity, security, and data quality.
  • Redesign and replace selected application sub-systems as needed.
  • Respond to system failures and issues through troubleshooting and resolving underlying problems.
  • Implement fixes, changes, and enhancements.
  • Partake in the software development life cycle – conception, requirement analysis, design, coding, testing, release, and maintenance.
  • Provide consultation services and presentations to management and customers.
  • Develop and maintain documentation for applications and systems, programs, processes and operating instructions.
  • Collaborate with peer developers, testers, system engineers, IT system specialists, and DBA to ensure the best possible solutions and services.
  • Occasionally provide off-hour support for critical systems and associated integrations.
  • Perform other duties as assigned.
