About The Position

As a Senior Scrum Master, you will lead Agile execution for teams supporting Grants.gov operations, maintenance, enhancements, transition activities, application platform services, application management, security, reporting, and communications support. You will facilitate planning, daily coordination, backlog refinement, sprint reviews, retrospectives, release readiness, dependency management, and cross-team collaboration to help deliver reliable, secure, and user-centered services. You will work closely with federal stakeholders, product owners, technical leads, developers, testers, operations staff, security teams, IV&V partners, helpdesk partners, and modernization teams to align delivery activities with mission priorities, HHS EPLC expectations, compliance requirements, and cost-efficiency objectives.

Requirements

  • Bachelor's degree . Additional Four(4) years of exp needed in lieu of degree.
  • Four(4) to Ten(10)+ years of experience supporting software delivery, IT operations, or technology modernization programs, including 5+ years serving as a Scrum Master, Agile delivery lead, or equivalent role.
  • Demonstrated experience facilitating Agile ceremonies and helping teams apply Scrum, Kanban, SAFe, or hybrid Agile practices in complex delivery environments.
  • Experience managing impediments, risks, dependencies, action items, delivery metrics, and cross-team coordination for application development, O&M, testing, release, and production support activities.
  • Experience supporting federal IT programs, mission-critical applications, public-facing systems, or shared service platforms.
  • Working knowledge of application lifecycle management, requirements management, quality assurance, configuration management, release management, and DevSecOps delivery practices.
  • Ability to coordinate effectively with product owners, federal stakeholders, technical teams, security teams, operations teams, IV&V partners, helpdesk partners, and other contractors.
  • Strong understanding of: Agile delivery frameworks and team facilitation practices Backlog refinement, sprint planning, capacity planning, and release planning Risk, issue, dependency, and impediment management Delivery metrics, dashboards, status reporting, and stakeholder communications Testing coordination, release readiness, operational support, and continuous improvement
  • Experience using Agile and collaboration tools such as Jira, Azure DevOps, Confluence, SharePoint, Microsoft Teams, or similar platforms.
  • Excellent communication, facilitation, negotiation, and conflict-resolution skills with the ability to translate complex delivery information for executive, federal, technical, and non-technical audiences.
  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.

  • Experience with Grants.gov-like capabilities, including public-facing web applications, applicant submissions, grantor user management, S2S integrations, forms processing, chatbot support, helpdesk escalations, or system status communications.
  • Experience supporting cloud-hosted applications, AWS environments, application platform security, certificate management, account management, logging, monitoring, backup validation, or disaster recovery planning.
  • Experience supporting modernization, consolidation, transition-in, or multi-vendor integration initiatives involving multiple applications and stakeholder organizations.
  • Relevant certifications or credentials such as: Security+, Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or equivalent cybersecurity certification Certified Authorization Professional (CAP), Certified in Governance, Risk and Compliance (CGRC), or equivalent federal compliance credential AWS Security Specialty, AWS Solutions Architect, or equivalent cloud security certification ITIL, SAFe, DevSecOps, or other relevant federal IT service delivery certification

Responsibilities

  • Facilitate Agile ceremonies, including sprint planning, daily standups, backlog refinement, sprint reviews, retrospectives, release planning, and cross-team coordination sessions.
  • Support delivery of Grants.gov operations, maintenance, enhancements, forms work, chatbot updates, application platform activities, and technical support efforts through disciplined Agile execution.
  • Partner with product owners, federal stakeholders, technical leads, developers, testers, operations staff, and security teams to maintain a prioritized, actionable backlog aligned to program goals and service area commitments.
  • Track sprint progress, risks, issues, dependencies, impediments, and delivery metrics; escalate blockers and support timely resolution across development, operations, security, helpdesk, IV&V, and modernization stakeholders.
  • Promote predictable delivery by supporting capacity planning, release readiness, change coordination, deployment planning, and operational continuity for a public-facing, mission-critical federal system.
  • Coordinate Agile delivery activities with HHS EPLC artifacts, technical documentation, security documentation, testing artifacts, change requests, release notes, and other program deliverables.
  • Support transition-in and transition-out activities by helping teams organize work, validate readiness, manage dependencies, and sustain continuity of development, operations, maintenance, and user support services.
  • Use delivery data, team feedback, operational trends, and retrospective outcomes to identify process improvements, strengthen team performance, and improve transparency for program leadership.
  • Support coordination of issue management from identification through closure, including software issues, documentation gaps, Tier 2 helpdesk escalations, S2S escalations, and production support priorities.
  • Prepare and communicate Agile status, sprint progress, risks, dependencies, action items, and delivery insights in formats appropriate for executive, federal, technical, and non-technical audiences.
  • Foster collaboration, accountability, psychological safety, and continuous improvement across distributed teams and multi-contractor delivery environments.
