About The Position

The Advanced Concept Engineer (ACE) serves as the technical liaison between L3Harris and its customers' engineering teams, supporting Business Development in generating new business opportunities. The ACE will engage with customer, engineering, operations, and management personnel to define and document customer CONOPS and requirements. This role involves performing trade studies, collaborating with L3Harris Subject Matter Experts (SMEs) to architect affordable solutions with acceptable risk, and leading resulting proposal efforts. The ACE must consider all customer needs, resources, and constraints, including mission objectives, budget limitations, technical preferences, physics boundaries, and the political climate, to build trust in both the ACE and L3Harris. During program execution, the ACE acts as the technical advocate and customer representative in program reviews. This position requires experience in systems engineering, system architecture development, competitive assessment, project engineering management, and development program execution. The Advanced Concept Engineer should possess expertise in multiple technical domains and an entrepreneurial background. This individual will collaborate closely with business development and senior management to address customer needs through technical presentations, white papers, and proposals; respond to RFPs, RFIs, and broad agency announcements; and provide market and SME guidance for business strategy and ongoing development efforts. Demonstrated communication and interpersonal skills, along with the ability to work cross-functionally between a large engineering enterprise and external partners, are essential.

Requirements

  • Bachelor’s Degree with a minimum of 15 years of prior related experience.
  • Graduate Degree with a minimum of 13 years of prior related experience.
  • In lieu of a degree, minimum of 19 years of prior related experience.
  • Active Top Secret Security Clearance.

  • Active US Government TS/SCI Security Clearance
  • Deep knowledge of modern signal processing algorithms such as adaptive filtering, beamforming, detection/estimation theory, and time‑frequency analysis.
  • Proven track record of developing or evaluating advanced algorithms for radar, communications, SIGINT, or EW mission applications.
  • Ability to conduct high-level trade studies and translate mission needs into technical requirements and system architectures.
  • Experience collaborating with government customers, Prime contractors, or DoD research organizations on EW or advanced RF technology programs.
  • Previous experience executing DoD/government programs.

Responsibilities

  • Interpret customers’ mission needs, focusing on identifying mission gaps and addressable markets.
  • Advocate for customer critical needs to internal stakeholders.
  • Build business cases and manage discretionary resources.
  • Roadmap organic technology, discretionary funding, external partner capabilities, and customer-funded studies to develop new business opportunities.
  • Perform technical and management competitive assessments to articulate the value proposition of new business opportunities for L3Harris and the customer.
  • Evaluate customer and operational needs to define and coordinate high-level system performance, physical, functional, and program interface requirements.
  • Synthesize and provide life cycle ownership of mission architecture.
  • Generate the initial Concept of Operations (CONOPS) or Operational Descriptions Document (ODD).
  • Generate initial system architecture views, decomposing opportunities into addressable configuration items within a comprehensive value chain framework.
  • Lead the development of appropriate solutions to meet customer needs.
  • Demonstrate broad and deep technical knowledge, accessing Subject Matter Experts (SMEs) as needed.
  • Determine if requirements can be met with existing capabilities/designs or if new design requirements are necessary.
  • Lead and coordinate various analyses to optimize total system of systems and/or system architecture.
  • Assess and provide direction for make/buy decisions and the selection of strategic suppliers.
  • Establish technology integration or migration strategies.
  • Lead and perform trade studies required for tactical and strategic technical decisions for pursuit.
  • Provide technical coordination between customer, industry, and internal engineering groups to articulate technical issues.
  • Prepare and present technical information addressing specific subjects of interest.
  • Analyze and develop recommendations to resolve contractual technical issues.
  • Maintain a macro view of L3Harris' existing and emerging technologies.
  • Lead and coordinate pursuit activities such as technical baseline reviews, RFI responses, RFP responses, and white papers.
