About The Position

The City of Tacoma is recruiting for a Senior Safety Consultant to provide support to the City of Tacoma and Tacoma Public Utilities. This position reports to the Enterprise Safety Manager, Field Compliance Division in the office of Health and Safety. The Senior Safety Consultant will work with the safety team and field operations to build and manage a comprehensive employee safety and risk reduction program. This position will be responsible for large city project implementation. The areas of focus will include, safety policies, procedures and training. This position will also be responsible for trend and data analysis for all City and Tacoma Public Utility Departments. The Senior Safety Consultant will coordinate, consult, create, facilitate, and administer safety programs and trainings Citywide. The ideal candidate will be a proactive, result driven professional, who will serve a key role in securing and maintaining the City of Tacoma’s vision to reduce the severity and number of injuries and vehicle incidents. The Senior Safety Consultant will work to build and implement comprehensive employee safety program, and related programs, practices and committees to include the areas of safety, incident prevention, incident investigation, equipment training, safety and training materials and programs, procedures analysis, trend analysis, equipment modification studies, and project management The Senior Safety Consultant will be responsible for supporting and monitoring workplace activities for City of Tacoma employees to ensure that all staff is provided a safe working environment. This position will be part of a wider community of safety professionals within the City of Tacoma and Tacoma Public Utilities.

Requirements

  • Bachelor's degree in safety or directly related field
  • 4 years of experience administering health, safety, or loss prevention programs
  • Relevant education and experience may substitute for one another on a year-for-year basis
  • Washington State Driver's License
  • The Senior Safety Consultant will be responsible for promoting a culture of safety to all City of Tacoma employees and to formulate short- and long-term incident prevention plans for reducing the frequency and severity of work-related injuries and employee safety.
  • The Senior Safety Consultant must possess an in-depth understanding of federal, state, and local regulations as it relates to safety and be experienced in developing and conducting hazard assessments and safety audits.
  • Implementing environmental safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Implementing programs to reduce the frequency, severity, and cost of incidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify new potential hazards.
  • Training of employees, supervisors, managers, or other safety personnel in occupational health subjects.
  • Demonstrate a working understanding of industrial hygiene programs and practices such as hearing conservation and respiratory protection, ergonomics, and hierarchy of controls.

  • 40-Hour HAZWOPER preferred
  • Intermediate Knowledge of wastewater treatment plants.
  • Experience with utilities safety management systems.
  • Master's degree in Occupational Health and Safety or related discipline.
  • Practical application knowledge of International Organization for Standards (ISO) 9001, 14001, 45001.
  • Strong knowledge of hazardous materials, safety data sheets, and Hazcom standards.
  • Experience maintaining budgets and overseeing contracts.
  • Experience preparing various types of reports with differing levels of complexity.
  • Strong knowledge and experience with incident investigation, to include injury/illness, vehicular equipment and power industrial trucks.

Responsibilities

  • Build relationships with employees, supervisors, and managers to bring awareness of current safety programs, processes and training; seek employee involvement at all levels to report potential hazards.
  • Develop and execute health and safety programs in the workplace according to local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Safety and Health (DOSH) and the Department of Transportation (DOT) legal guidelines.
  • Conduct/Evaluate quality training and presentations to maintain a culture of health and safety.
  • Evaluate practices, procedures, and facilities to assess risk and adherence to the law.
  • Monitor compliance to policies and laws by conducting site and operations audits.
  • Understanding of basic industrial hygiene practices
  • Inspect equipment and machinery to mitigate possible unsafe conditions.
  • Recommend solutions to issues, improvement opportunities or new prevention measures.
  • Develop and deliver presentations on health and safety, issues to all levels of the organization including executive leadership.
  • Work with departments and their leadership to ensure staff receives safety training that is designed to meet the needs of the specific workgroups.
  • Develop or procure appropriate training materials, equipment, and services to meet the training needs.
  • Drive to job sites within a 100-mile radius and conduct thorough worksite evaluations and facility inspections.
  • Oversee and or conduct incident investigations to provide analysis on risk metrics and recommend mitigation strategies.
  • Other related duties as assigned.
