About The Position

The Aerospace Corporation, operating a federally funded research and development center (FFRDC), is seeking a Senior RF Spectrum Policy Analyst/Engineer to join the Mission Payloads Division (MPD), specifically within the Communication Architectures Department (CAD). This role supports government customers across the Department of Defense (DoD), Intelligence Community, and civil agencies by evaluating national and international spectrum policy activities, supporting the development and implementation of spectrum plans and policies, advocating for policy positions to protect customer spectrum access, and providing technical analysis for spectrum reallocation studies. The position involves collaboration with program offices and federal spectrum agencies, as well as mentoring junior employees. The role requires full-time on-site work at facilities in Chantilly, VA, El Segundo, CA, or Colorado Springs, CO.

Requirements

  • Bachelor’s degree from an accredited university in Electrical Engineering or related STEM discipline
  • Minimum of 8 years of relevant technical experience (for Engineering Specialist)
  • Minimum of 12 years of relevant technical experience (for Senior Engineering Specialist)
  • Knowledge of International Telecommunications Union (ITU), National Telecommunications and Information Administration (NTIA) or Federal Communications Commission (FCC) spectrum management processes
  • Prior experience with spectrum policy and coordination
  • Knowledge of RF communications systems and architectures
  • Project development experience and ability to lead small teams of engineers
  • Ability to present results effectively in briefings and technical reports
  • U.S citizenship is required to obtain a security clearance
  • Ability to obtain and maintain an active TS/SCI security clearance

Nice To Haves

  • Master’s or PhD in engineering or related discipline
  • Knowledge of various government programs and commercial satellite systems
  • Experience in leading matrixed teams
  • Ability to understand complex political, economic, commercial, technical, and national security factors involved in spectrum policy
  • Experience with programming languages such as Python or Matlab and/or modeling and simulations tools such as STK and Visualyse
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance

Responsibilities

  • Evaluate national and international spectrum policy activities, including International Telecommunications Union (ITU), White House, Congress, Federal Communications Commission (FCC), and National Telecommunications and Information Administration (NTIA) actions, to determine impacts to the customer
  • Support development and implementation of spectrum plans, strategies, and policies for customer organizations
  • Advocate for policy positions to protect the customer’s use of spectrum
  • Provide technical analysis to support spectrum reallocation studies
  • Coordinate with program offices, federal spectrum agencies, and other stakeholders
  • Mentor junior employees in spectrum management and engineering
