About The Position

Arcadis is seeking an experienced Senior Resident Engineer to lead their field-based construction supervision team in Vancouver. This role is for a technically strong and self-motivated professional with extensive experience in delivering large and complex infrastructure works in the marine, ports, coastal, heavy civil, roads, rail, and transit sectors. This is a full-time, site-based position where the Senior Resident Engineer acts as the senior representative of the engineering team during Engineering Services During Construction. The role involves taking projects from design completion through construction, commissioning, and project completion certification. The position carries day-to-day responsibility for site supervision, the technical integrity of constructed works, and maintaining relationships between the design team, Arcadias subcontractors, the contractor, the owner’s engineer, and the client. The role also includes Engineer of Record responsibility for the works under supervision, encompassing field reviews, ensuring construction conforms to design intent and applicable codes, and managing certification and assurance documentation. The successful candidate will be actively involved on site with the works, contractor, and inspection team.

Requirements

  • Minimum 15 years of engineering experience, with the majority being site-based in resident engineering, construction supervision, or site engineering management roles on heavy civil, transportation, ports, coastal, marine, or large infrastructure projects.
  • Bachelor’s degree in civil, Structural or Geotechnical Engineering, or an equivalent engineering discipline.
  • Demonstrated experience acting as, or supporting, the Engineer of Record during construction, including documented field reviews, letters of assurance, and certification of substantial conformance.
  • Working knowledge of the EGBC professional practice requirements for documented field reviews and the professional obligations associated with sealing construction phase documentation.
  • Demonstrated experience leading a multidisciplinary site engineering and inspection team on projects of comparable value and complexity.
  • Working knowledge of Canadian codes and standards applicable to heavy civil and marine construction, including CSA S6, CSA A23.1 and A23.2, CSA S16, and the British Columbia Building Code, along with relevant provincial and federal environmental, health, and safety requirements.
  • Practical command of construction contract administration, including CCDC and similar forms, with experience in change management, claims assessment, and supporting technical records.
  • Sound judgment under work pressure, with the ability to reach and clearly explain a defensible position on site.
  • Strong verbal and written communication skills, with the ability to maintain a firm technical position with subcontractors, contractors, stakeholders, and regulators without damaging working relationships.
  • Willingness to be based full-time on site, including work outside standard hours and during marine and tidal windows as required by the program.
  • Valid driving license.
  • Site safety certification required for construction site access, including construction safety orientation and confined space and fall protection awareness where applicable.

Nice To Haves

  • Registration as a Professional Engineer with EGBC, or eligibility for registration.
  • Experience of marine and in-water construction methods, including dredging, reclamation, piling, jetties, precast placement, and temporary works over water.

Responsibilities

  • Lead and direct the site engineering and inspection team, allocating resources, setting inspection priorities, and ensuring all disciplines are covered.
  • Chair site meetings and represent the engineering team in progress and coordination meetings with the contractor and client.
  • Inform senior management of developing technical risks.
  • Act as the Engineer of Record representative or coordinate discipline Engineers of Record.
  • Set the field review program, conduct and document field reviews, apply professional seal to records, and confirm substantial conformance with design documents, codes, and permit conditions.
  • Address and resolve any deviations from design intent in writing.
  • Review and respond to contractor submissions, including method statements, inspection and test plans, shop drawings, temporary works proposals, and quality records.
  • Confirm that permanent works are built according to issued for construction documents and project specifications.
  • Promptly raise and assess consequences of site conditions differing from design assumptions, and manage resulting changes.
  • Administer technical elements of the construction contract, including reviewing contractor notices, assessing claims for extension of time and additional cost, issuing site instructions, and recommending variations.
  • Manage the non-conformance process from identification to close-out, ensuring corrective actions are implemented.
  • Support punch listing, testing, commissioning, handover, and completion certification.
  • Oversee the preparation of record documentation.
  • Take an active role in construction health, safety, environment, and quality (HSEQ) on site, setting expectations for the engineering team, participating in inspections and audits, and stopping work when necessary.
  • Mentor resident engineers, field engineers, and inspectors to build team depth and maintain consistent engineering practice standards.
