About The Position

Provides experienced real estate expertise involved in acquisition and leasing of real property to facilitate the City's public improvement projects. Prepares and executes complicated or costly transactions of real property.

Requirements

Bachelor's degree in real estate or business field.
Four (4) years of experience in general real estate transactions or related project, program or contract management including responsibility for contract/document preparation.
High school or GED plus eight (8) years of the required experience will meet the education and experience requirements.
Associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements.
Bachelor's degree or higher in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements.
Master's degree or higher in a specified field plus two (2) years of the required experience will meet the education and experience.
Valid driver's license with good driving record.
Thorough knowledge of real estate appraisal, acquisition, leasing, condemnation, and licensure.
Knowledge of imminent domain and proceedings associated.
Knowledge of real estate contract, title company, and closing process.
Knowledge of the rules and guidelines relating to eminent domain and property condemnation.
Ability to handle multiple projects at a time.
Ability to complete complex, multi-faceted work assignments including the coordination of staff and representatives of outside agencies.
Ability to handle customers and owners in a professional and tactful manner.
Communicating effectively verbally and in writing.
Establishing and maintaining effective working relationships.

Responsibilities

Completes complex and complicated acquisition projects involving land, houses or right-of-way to ensure that these real estate transactions are completed in compliance with all legal requirements and averting any liability on the part of the City.
Gathers and compiles complex required documentation for purchases of land, acquisitions of property, and other real estates services required for the City; establishes contact with property owners, leads in negotiations, and determines the terms of real estate transactions.
Prepares formal requests for capital funding to accommodate acquisitions and purchases for the City; maintains strong and accurate files for review and approval from the City legal department and other City Council considerations.
Appraises real estate parcels under consideration for purchase by the City to determine fair market value; prepares requests for proposals and procures independent appraisal services.
Manages and coordinates all abandonment requests; performs legal research regarding ownership, zoning, and easements; processes fees and other documents for requests.
Testifies before top City officials, legal hearings, and other high level proceedings to represent the interests of the City.
Processes, manages, and closes all real estate files; prepares closing instructions, works with title companies, orders checks for consummation of real estate acquisitions and purchases, and performs various other administrative tasks.
Coordinates all departmental actions related to condemnation proceedings to ensure compliance with City, legal, and regulatory guidelines.
Updates and maintains a large database of the status of complex real estate projects and internal proceedings.
Prepares complex reports for presentation to top City officials, Council Members, and representatives of outside agencies.
Performs any and all other work as needed or assigned.
