About The Position

Metro’s mission is to provide a world-class transportation system that enhances the quality of life for all who live, work, and play within LA County. Description To provide training in the maintenance and repair of track work and oversee the activities of the equipment maintenance instruction function in rail operations, by determining training needs, developing effective training programs, and organizing training schedules to assist in achieving the reliability and safety goals that impact the quality of service provided to Metro customers.

Requirements

  • Associate's Degree in Business Administration or other related field
  • Five years of relevant experience developing and conducting training in rail track facilities and equipment maintenance
  • Valid California Class C Driver License
  • Must be able to obtain a Class A Driver License
  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required
  • Knowledge of theories, principles, and practices of equipment maintenance, wayside track systems, technical training, and planning
  • Knowledge of applicable local, state, and federal laws, rules, and regulations governing wayside track systems
  • Knowledge of safety procedures
  • Knowledge of wayside track systems inspection, and configuration audit inspections
  • Knowledge of principles of supervision
  • Skill in planning financial and staffing needs
  • Skill in compiling and analyzing complex data utilizing available hardware and software tools
  • Skill in communicating effectively orally and in writing
  • Ability to plan, organize, and administer equipment maintenance training programs
  • Ability to obtain a California Class A Driver License
  • Ability to analyze situations, identify problems, and recommend solutions
  • Ability to exercise judgment and creativity in making decisions
  • Ability to determine strategies to achieve goals
  • Ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Ability to interact professionally with various levels of Metro employees and outside representatives

Responsibilities

  • Plans and coordinates training classes
  • Conducts training classes on track rail vehicles, shop equipment, Wayside equipment, and Metro’s computer systems, as required
  • Develops, implements, and maintains training schedules
  • Ensures all training provided is documented on employees' personnel records
  • Confers with management to determine training needs assessment for equipment maintenance personnel
  • Reviews, updates, and distributes training manuals, new manuals, illustrated parts catalogs, maintenance manuals, operating manuals, and Standard Operating Procedure (SOP), as required
  • Oversees the development of new training programs to ensure technological changes are incorporated into curriculum
  • Ensures mandated programs such as EPA and AQMD, or FRA and CPUC are implemented and employee training, certifications, or yearly permits are up-to-date in the employee training records
  • Attends out-of-the-area meetings as Metro’s representative
  • Stays current on new and evolving equipment and procedures and ensures subordinate staff is properly trained
  • Testifies as expert technical witness at selected trials and hearings
  • Reviews and directs Equipment Manufacturer Training Programs or vendor provided training for use at divisions
  • Supervises subordinate staff
  • Administers time keeping in the system
  • Accounts for subordinate and personal compliance with all of Metro’s safety rules, polices, and procedures
  • Maintains, supports, and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures
