About The Position

Under general supervision of the Infrastructure Manager, this role is responsible for all aspects of the SRPMIC Public Safety voice radio communications system. This includes Radio Team supervision, maintenance, operations, programming and administration of Land Mobile Radio Communications Networks, Microwave Backhaul Networks and Mobile/Portable Radio Subscriber equipment. Recommend technical and operating decisions and develop standards for the Community and Tribal Government communications systems. This job class is treated as FLSA Exempt. This is a driving position.

Requirements

Six (6) years of full-time experience related to the support of two-way radio communications systems is required.
Experience supporting and troubleshooting Motorola MotoTRBO and ASTRO P25 Phase 2 TDMA radio multi-zone simulcast trunked radio public safety voice networks and mobile data communications systems and connected devices such as subscribers.
Experience with system platforms is required.
Must possess and maintain a valid Arizona Driver’s License.
Will be required to successfully complete a Salt River Police Department (SRPD) background investigation and polygraph examination.

Nice To Haves

Two (2) years of demonstrable experience supervising a technology focused team, preferably in the area of Radio Communications is preferred.
A Bachelor’s Degree in Electrical Engineering, Communications Engineering, Electronics Engineering or a related engineering field is highly desired.
Experience supporting and troubleshooting Microwave and Fiber Backhaul Networks.
Experience using radio communications test equipment such as an antenna analyzer, RF power meters, communications service monitors and frequency counters.
An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Responsibilities

Direct supervision of the Radio Team consisting of experienced and junior staff in the roles of Public Safety Communication Analyst and Public Safety Communication Technician.
Ensure Radio Team staff are meeting all department goals for Service Level Agreements, project deadlines/scheduling requirements and Key Performance Indicators (KPIs).
Review and approve all staff leave requests and process time sheets for bi-weekly payroll.
Ensure adequate staff coverage when leave is granted.
Instruct and train Radio Team members on radio system and subscriber (mobile and portable radios) programming, functions and troubleshooting.
Keep the team informed on any administrative policy or procedure changes.
Ensure all support personnel have appropriate tools, training and support documentation to maintain the system.
Write, or review, all necessary system documentation such as Standard Operating Procedures (SOP), System Operation Guides (SOG) and training materials.
Ensure the team follows the Information Technology standards set for Production Change Control for changes made to the radio systems.
Communicate and coordinate changes with the appropriate and impacted departments.
Meet regularly with staff to address questions and problems, help develop training plans to meet individual expectations or professional aspirations.
Manage vendor relationships, contracts, warranties and follow the SRPMIC vendor management processes.
Serve as the primary point of contact between SRPMIC and Motorola Solutions for all activities and issues related to the radio systems.
Serve as the primary point of contact for other agencies and vendors on the 700 MHz trunked radio system and the UHF MotoTRBO radio system.
Write, or review, SRPMIC CRAS documentation to issue single or multi-year service agreements to vendors.
Write, or review, documentation for all radio system specifications and request for bids (RFB) or proposals (RFP).
Review all radio system engineering plans and proposals.
Ensure all systems are maintained under warranty or service contracts by obtaining quotes for annual maintenance agreements.
Send quotes and proposals to the IT Budget and Accounting division for processing Purchase Requests and Purchase Orders.
Review invoices for accuracy before approving for payment.
Manage spending within the allocated budget line items.
Manage external radio entity relationships for the Community.
Work with the Regional Wireless Cooperative (RWC) and Topaz Regional Wireless Cooperative (TRWC) members to ensure a strong partnership and reliable two-way communication.
Interface with the Arizona Department of Public Safety (DPS) and the Maricopa County Sheriff’s Office (MCSO) as needed, on radio communication and interoperability functions.
Act as a resource to the Salt River Public Safety Communication Manager to assist with relationship and technical assistance for the Phoenix Fire/MR911 systems.
Participate in, and represent, the Community at local APCO, NENA and other regional planning committees to help guarantee the Community has a strong regional alliance.
Assist the SRPMIC Business Enterprises with communication issues, questions and concerns as directed.
Serve as a liaison with the Federal Communications Commission (FCC), license coordinators and other Public Safety user groups concerning radio licensing functions.
Coordinate and review FCC license documents.
Research and analyze frequency usage and the Community future communications needs.
Coordinate frequency use issues and problems with other entities.
Act as the SRPMIC primary point of contact for oversight for all Community Radio Communications equipment.
Help the Radio Team coordinate the maintenance and repair of mobile and portable radio equipment, mobile data devices and fixed site radio equipment such as base stations, repeaters, remote control units, microwave and multiplex equipment, computer control, system control equipment and other RF radiating and wireless system control devices.
Help the Radio Team coordinate the installation, maintenance and upgrades of hardware and software for all voice and data communications systems.
Help the Radio Team coordinate the inspection of two-way radio equipment, communications facilities, radio towers, rooftop antenna installations and/or vehicular installations to ensure system operability, compliance with FCC rules, safety procedures and established operating and installation procedures.
Diagnose advanced issues, problems and complaints about system operation and recommend changes or other actions to improve radio system or microwave transport network performance.
Oversee field and special tests to determine efficiency, adequacy and durability of equipment and systems.
Maintain timely and quality documentation and communication with management, administration officials, vendors, contractors, coworkers, other governmental agencies and the Community as necessary.
Prepare written documents, reports, comments and other correspondence as necessary.
Reply to federal rulemaking proposals.
Make verbal and written presentations on technical, regulatory and organizational matters with clear organization and presentation.
Serve as the primary responsible party for ensuring the ASTRO P25 radio system site locations, and MotoTRBO radio system sites are fully operational and well maintained.
Resolve procedural, operational and other technical work-related problems.
Ensure spare parts and equipment availability.
Schedule, assign and prioritize daily work in accordance with assigned priorities.
Review work prioritization weekly with supervisor.
Administer safety practices to maintain a safe workplace environment.
Provide training on Communications equipment and technologies, communication, leadership and other needed training to all SRPMIC staff, customers and vendors.
Participate in an on-call rotation with other Radio Team members.
Perform other job-related duties as assigned by the IT Management Team.
