About The Position

CCI Facility Support Services, LLC is seeking a Senior QA Engineer with a background in Mechanical engineering. This role involves providing on-site construction oversight to ensure contractor activities, materials, and workmanship comply with project plans, specifications, and regulatory standards. The engineer will act as a technical liaison, attend stakeholder meetings, collaborate with Government and USACE personnel, manage quality assurance documentation, review contractor submittals, and evaluate proposed contract changes. Responsibilities also include hands-on technical support, participating in building commissioning, and troubleshooting complex civil, electrical, and mechanical systems with the contractor to ensure seamless project execution. This position is located onsite at MIT/LL Lexington, MA.

Requirements

  • Experience, formal education, and training in Mechanical engineering.
  • A minimum of 5 years’ experience managing commercial, institutional, or industrial buildings construction.
  • Specific knowledge of Mechanical engineering principles related to design, construction, and management of commercial, institutional, or industrial building construction, including operations, safety, quality control, scheduling, and costs.
  • Experience providing regulatory support and knowledge of local, state, and federal regulatory requirements associated with new construction and remediation projects.
  • Ability to communicate, monitor, and coordinate multiple regulatory requirements and milestones with the USACE and other stakeholders.
  • Working knowledge of mechanical and general engineering concepts, principles, and practices.
  • Ability to manage multiple projects simultaneously.
  • Ability to review and provide comments on contractor submittals including work plans, quality control & testing plans, health and safety plans, project schedule, warranty, and operations and maintenance manuals, and mechanical technical submittals for compliance with contractual requirements.
  • Ability to deal diplomatically with competing agendas.
  • Ability to establish and maintain effective working relationships.
  • Skill in oral and written communication.
  • Knowledge and ability to use a computer with Microsoft Word and the ability, upon instruction, to use a computer with government specific software (Resident Management System (RMS)).
  • Ability to provide in-depth mechanical systems knowledge to systems start-up, testing, and commissioning procedures.
  • Ability to, using in-depth mechanical knowledge alongside the contractor, troubleshoot mechanical system problems to identify cause and recommend appropriate corrective actions.
  • Must maintain a constant state of mental alertness.
  • Ability to perform each essential duty satisfactorily.

Responsibilities

  • Review project activities and monitor progress in the field.
  • Interpret plans, specifications, and statements of work to resolve unanticipated problems during project execution and provide advice on problem resolution.
  • Track contractual milestones and reporting requirements to ensure project conformance.
  • Review and offer advice to the COR on mechanical equipment installation and design concepts, including commissioning and controls.
  • Assist the COR with determining if project changes are required and warranted, preparing cost estimates, assisting in negotiations with the contractor, and preparing contract documentation for approval.
  • Review contractor submittals including project notes, work plans, quality control and test plans, technical submittals, and progress submittals, and prepare review comments to ensure compliance with contract and regulatory requirements.
  • Review contractor Health and Safety Plans and/or Accident Prevention Plans and provide comments to ensure compliance with USACE Engineers Safety Program.
  • Review contractor Quality Control Plan and provide comments to ensure compliance with USACE Quality Control Program.
  • Review proposed changes and revisions to project submittals and provide comments.
  • Utilize USACE Resident Management System (RMS) software.
  • Serve as the focal point for all mechanical issues, investigation, and resolution on multiple projects.
  • Assist in training USACE personnel in areas of expertise.
  • Coordinate with subject matter experts when necessary.
