About The Position

The New York City Department of Health and Mental Hygiene's (NYC Health Department) Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS's work includes testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The HIV Technical Assistance and Quality Management Unit supports these initiatives by contracting NYC organizations to provide HIV services using a status neutral approach, including HIV screening, and navigation and linkage support to immediate initiation of HIV treatment (iART), HIV primary care, PrEP, and PEP. The Technical Assistance and Quality Management Unit has an opening for a Senior Program Project Officer who will work with contracted healthcare facilities and community-based organizations (CBOs) to manage their contracts and assist them in program implementation and quality improvement.

Requirements

  • Minimum 3 years of experience in HIV/AIDS and STI work, including strong knowledge of the field
  • Prior experience working with clinical agencies, CBOs, and administrative staff
  • Ability to work independently and collaboratively, manage multiple projects, and navigate complex institutions and stakeholder relationships
  • Experience providing technical assistance to agencies of varying sizes and capacities preferred
  • Experience with project management, including coordination of workshops and trainings preferred
  • Experience with monitoring and evaluation preferred
  • Intermediate to advanced proficiency in Excel and PowerPoint preferred
  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

Responsibilities

  • Establish and maintain relationships with HIV Prevention-funded healthcare facilities and CBOs.
  • Serve as primary point of contact for a designated portfolio of contracts.
  • Liaise with funded organizations, master contractor, and collaborators to support and improve contract performance.
  • Support contracted agencies in implementing high-impact HIV prevention interventions, including HIV testing, PrEP, PEP, and iART.
  • Assist funded organizations in developing and implementing quality management protocols.
  • Lead needs assessments and develop materials and resources to support funded agencies.
  • Coordinate regular meetings and site visits with contractors to review implementation progress and performance data.
  • Partner with Prevention Research and Evaluation to review, clean, and correct programmatic data and support analysis for provider meetings and learning collaboratives.
  • Monitor contracted program performance through regular review of programmatic data.
  • Provide technical assistance informed by program data, HIV surveillance data, and national/state/local recommendations.
  • Lead contractor meeting planning and execution, including logistics, agenda and content development, presentations, and workshop facilitation.
  • Support development and delivery of trainings and learning collaboratives for contractors, including co-facilitation.
  • Supervise project officers and interns supporting technical assistance team activities, as needed.
  • Coordinate workflow and collaboration across HIV Prevention Program teams and within BHHS.
  • Participate in contract compliance processes and make recommendations in collaboration with BHHS leadership and master contractor.
  • Contribute to reports, abstracts, scientific papers, and dissemination of HIV Prevention initiatives.
  • Support the Director of Technical Assistance and Quality Management with literature reviews and applied research as needed.
  • Perform additional duties as assigned.
