About The Position

STV is seeking a Project Manager with alternative delivery experience to lead a signature transit program that will shape how people move across Maryland. As part of an owners rep team, you will be trusted to deliver the infrastructure people rely on every day. This role offers visibility and support to lead from the front while collaborating with experienced professionals in transit, rail, systems, design-build, and alternative delivery. Requirements

• Bachelor’s degree in Civil Engineering required.
• Minimum of 10 years of progressive experience leading complex transportation, transit, rail, light rail, or major infrastructure projects.
• Demonstrated success leading projects for MTA, MDOT, FTA-funded programs, or similar public transportation agencies.
• Experience taking large-scale programs from planning or preliminary engineering through final design, construction, and closeout.
• Hands-on experience supporting design-build and alternative delivery programs, including design reviews, constructability reviews, contractor coordination, risk allocation, change management, and issue resolution.
• Strong understanding of FTA, FHWA, NEPA, ADA, public agency coordination, environmental documentation, stakeholder engagement, and approval processes.

Nice To Haves

• Professional Engineer (PE) license preferred
• Maryland licensure or ability to obtain Maryland licensure is strongly preferred.

Responsibilities

• Manage and oversee design build teams within an owners representative roll through preliminary and final engineering, construction, and closeout.
• Manage scope, schedule, budget, quality, risk, technical delivery, and partner coordination.
• Guide multidisciplinary teams across transit, rail, civil, structural, systems, stations, utilities, power, traffic, and construction.
• Bring practical experience with design-build and alternative delivery methods, including progressive design-build and design-build.
• Coordinate with MTA, local jurisdictions, utilities, community stakeholders, contractors, and internal teams to keep the program moving while reducing impacts to riders and surrounding communities.
• Serve as a trusted client partner, bringing clear communication, sound judgment, and steady leadership to a highly visible public infrastructure program.
