About The Position

The Department of Citywide Administrative Services (DCAS) aims to optimize city government operations for all New Yorkers. DCAS manages iconic city courthouses and municipal buildings, and procures over $1 billion annually in goods and services for more than 80 City agencies, ensuring their ability to fulfill their missions. Our work impacts all facets of city government and is crucial for the daily operations of New York City. This includes recruiting, hiring, and training City employees; managing 56 public buildings; handling the acquisition, sale, and leasing of City property; purchasing over $1 billion in goods and services; overseeing the nation's greenest municipal vehicle fleet; and leading the City's initiatives to reduce carbon emissions from government operations. The Real Estate Services (RES) division of DCAS supports the City's real estate needs, managing 37 million square feet of space, handling citywide acquisitions and dispositions, architectural design, project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions. The Design & Project Management (D&PM) Unit within RES provides project management and design expertise to DCAS and client agencies to meet their operational and space needs. D&PM manages renovations of leased and city-owned spaces, including programming, preliminary design, scope of work development, cost estimating, furniture and equipment specifications, procurement coordination, space measurement verification, and construction administration. D&PM acts as a facilitator, translating agency operational needs into space requirements that support their missions and workforces. This Senior Project Manager role focuses on leased and City-owned space, requiring the development and/or supervision of plans, designs, and technical drawings to ensure compliance with codes, industry standards, and City regulations. Responsibilities also include project contract and general administration, providing comments on Term Sheets, and managing multiple stakeholders.

Requirements

  • A valid New York State Registration as an Architect.
  • Current New York State Registration as an Architect must be maintained for the duration of your employment.
  • At least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project (for Assignment Levels II and III).

Responsibilities

  • Ensure programming questionnaire and analysis sheets are accurately completed and within timeframes.
  • Provide feedback to client agencies as to how to efficiently program their office space to meet operational requirements with flexible space planning strategies that support the workplace agency culture.
  • Ensure the site evaluation is accurately completed and proposed architectural base building work included.
  • Develop initial project schedule, with input from team members.
  • Confirm that the project is properly budgeted for and all financial approvals are secured.
  • Write or review/comment on Tenant Representative Scopes of work, and if required, incorporate into the transaction.
  • Review preliminary plans, construction documents, furniture manifests for compliance with program and design intent.
  • If required, develop preliminary plans or base drawings, and any other drawings deemed necessary to illustrate a space planning design concept.
  • If required, develop construction documents and select finishes/furniture for in-house expense projects.
  • Identify spaces requiring measurement and confirm spatial scope for D&PM to sign off.
  • Manage construction projects through Substantial Completion, check field conditions, and coordinate effective and timely completion of projects.
  • Develop and/or supervise and review plans, designs, and technical drawings to ensure code, industry and City standards compliance appropriately designed to the client agency’s programmatic requirements.
