Requirements

  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.
  • Minimum of 10 years of project management experience, including substantial experience on jail, detention, courthouse, or other justice-facility design and construction projects.
  • Working knowledge of American Correctional Association (ACA) standards, National Institute of Corrections (NIC) guidelines, and applicable state and local detention facility codes.
  • Demonstrated experience managing security classification reviews, detention hardware/electronic security systems coordination, and phased construction in occupied secure facilities.
  • Proficiency with project management and scheduling software (e.g., Procore, MS Project, Primavera P6).
  • Strong leadership, client management, and written/verbal communication skills.
  • Ability to pass required security clearances and background checks for access to correctional and justice facilities.

Nice To Haves

  • Experience serving in a Program Manager capacity across multi-facility justice programs (e.g., jail, courthouse, support facilities, and master planning scopes) preferred.
  • PMP certification preferred.

Responsibilities

  • Serve as Program Manager, providing justice planning, programming, and program/construction management oversight across the full scope of a multi-facility justice program, including the Jail Scope, Courthouse Scope, Support Facilities Scope, and Master Planning Scope.
  • Lead and manage the full project lifecycle planning, design, and construction for jail, detention, and other justice facility projects from inception through closeout.
  • Serve as the primary client liaison for justice and detention facility clients, ensuring program and project delivery aligns with correctional operations, security requirements, and stakeholder expectations across all program scopes.
  • Coordinate with architects, engineers, security systems consultants, and contractors to ensure designs comply with applicable detention facility standards and codes (e.g., American Correctional Association (ACA), National Institute of Corrections (NIC), and Texas Department of Corrections requirements).
  • Develop and manage program and project level scopes, schedules, budgets, and staffing plans across the Jail, Courthouse, Support Facilities, and Master Planning scopes.
  • Review design documents and construction submittals for compliance with security classifications, inmate supervision and sightline requirements, life-safety codes, and detention hardware specifications.
  • Oversee procurement, contract administration, submittal review, and change order management across program scopes.
  • Identify and proactively mitigate program and project risks unique to correctional and justice environments, including phased construction and renovation within occupied, secure facilities.
  • Manage constructability reviews and coordinate security phasing plans with facility operations staff to minimize disruption to daily jail and courthouse operations.
  • Support master planning efforts, ensuring alignment between the Jail, Courthouse, and Support Facilities scopes and long-term facility and campus planning goals.
  • Prepare and present program and project status, budget, and schedule reports to senior leadership, ownership, and client representatives.
  • Mentor and provide technical guidance to project engineers, coordinators, and other project team members.
