About The Position

This vacancy is in the Office of Management, Budget, and Grants. Under Administrative direction, this role manages a significant project within the grants department and in collaboration with internal departments. The position coordinates grants through their lifecycle, including application, award, implementation, and reporting, ensuring compliance with grant terms and conditions. Responsibilities include managing administrative aspects of awarded grants, building a repository for future project reference, tracking and reporting finances and project outcomes using the online grants system (EUNA) and financial system (MUNIS). The role also involves coordinating and communicating with project teams and other city departments to ensure grant-funded projects are progressing as planned, providing oversight and ensuring compliance with all grant implementation and reporting requirements from funders such as Federal and State government, and foundation/corporate donors. Additionally, the position involves developing and maintaining professional relationships with grant-making organizations, generating, analyzing, and disseminating reports on grant utilization and outcomes, and providing training and guidance to departments/staff around grant processes and management. Oversight of the preparation and submission of grant proposals, ensuring alignment with funder requirements and organizational goals, and maintaining and updating commonly used grant portals are also key functions. The role provides RFP support for an on-call grant-writer list and evaluates grant-writer proposals. Researching and identifying potential sources of grant funding from both public and private entities is also part of the role. The hours of work are 40 per week, and the salary includes a 5% adjustment in lieu of overtime.

Requirements

  • Bachelor’s Degree from an accredited college with major coursework in Business Administration, Public Administration, Public Policy, Finance, Economics, Project Management or a closely related field.
  • Five (5) years of full-time, responsible professional experience significantly related to grants management, grant compliance, or management of grant-funded projects or programs.
  • Knowledge of project management concepts, principles, and practices.
  • Knowledge of federal, state, and municipal laws and regulations related to project activities.
  • Knowledge of fiscal management, grants management, budgeting, public health management, financial markets and investments, and Human Resources.
  • Skill in performing complex analyses and research independently.
  • Skill in communicating clearly in both oral and written form.
  • Skill in utilizing Microsoft Office products, including Word, Excel, and PowerPoint.
  • Ability to lead other professionals in the functions of project management.
  • Ability to plan, assign, and supervise the work of subordinate professional staff.
  • Ability to locate and compile information, data, or facts from specialized sources.
  • Ability to apply contractual language, as needed, to work to ensure compliance.
  • Ability to establish and maintain effective working relationships with government officials, business representatives, and the general public.
  • Must pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check.
  • Must complete application in its entirety, including required documentation.

  • Direct experience with federal agencies such as HUD, DOJ, FEMA, HHS is preferred.
  • Hartford Residency Preferred: Preferably be a bona-fide resident of the City of Hartford at the time of application.
