About The Position

This position leads the planning, coordination and delivery of municipal infrastructure, capital and construction projects for the Town of Cochrane. Responsible for project execution from concept through completion, they ensure projects are delivered safely, on schedule, within budget, and in alignment with the Town's strategic priorities and service objectives. Acting as the primary liaison between the Town and consultants, contractors, utility providers, regulatory agencies, and other stakeholders, they manage project delivery, professional service agreements, and stakeholder relationships. The successful candidate provides project updates, financial reporting, and strategic recommendations to Senior Leadership and Council while serving as a trusted advisor to internal departments on project planning, coordination, and implementation. You will play a key role in shaping and delivering the infrastructure that supports Cochrane's continued growth and quality of life. Through strong leadership, strategic planning, and effective stakeholder collaboration, you will ensure capital projects are delivered safely, efficiently, and responsibly. Your work will help enhance municipal services, support sustainable community development, and create lasting value for residents, businesses, and visitors.

Requirements

  • Engineering degree or diploma with 5+ years of progressively responsible experience in municipal infrastructure, construction, engineering, or project management.
  • Membership, or eligibility for membership, with ASET or APEGA; CET, P.Eng., PL(Eng.), and/or Project Management certifications are considered assets.
  • Strong knowledge of municipal infrastructure design, construction, operations, maintenance, and applicable legislation and industry standards.
  • Experience delivering capital projects, managing budgets and resources, and coordinating consultants, contractors, and stakeholders.
  • Familiarity with development approvals, construction processes, risk management, and alternative project delivery methods; trenchless construction experience is an asset.
  • Working knowledge of GIS, drafting, modeling, and project management software is considered an asset.
  • Strong leadership, communication, negotiation, problem-solving, and relationship-building skills, with the ability to work independently and collaboratively.

Responsibilities

  • Lead municipal capital and construction projects from planning through completion.
  • Manage project budgets, procurement, contracts, schedules and reporting.
  • Provide leadership and guidance to project team members, consultants and contractors.
  • Identify risks, resolve issues and support effective project decision-making.
  • Build and maintain strong relationships with internal and external stakeholders.
  • Support engineering reviews, permitting, inspections and development processes.
  • Ensure compliance with legislation, municipal standards, policies and Council priorities.
  • Prepare and present project updates, business cases and recommendations to Senior Leadership and Council.
