About The Position

PBG is seeking a PMP and SCRUM certified Senior Project Manager with 15+ years of experience to support a highly visible Health IT program and project management delivery program within a large federal health agency. This is a senior leadership role requiring deep expertise in agile project management, data center and cloud hosting services, and cross-functional stakeholder engagement in a complex, mission-driven environment. The Senior Project Manager will also serve as the lead subject matter expert supporting a major federal Health IT economic and clinical health program, requiring hands-on knowledge of that program’s architecture, master schedule, dashboard management, and multi-component stakeholder coordination.

Requirements

  • Bachelor’s degree or higher in Computer Science, Information Technology, Business Administration, Engineering, or related field
  • PMP (Project Management Professional) – Required
  • Certified Scrum Master (CSM) or equivalent Scrum certification – Required
  • Minimum 15 years of project management experience
  • Experience using agile methodology in a program management context
  • Demonstrated knowledge of data center and cloud hosting services
  • Proficiency using JIRA for project tracking, sprint management, and reporting
  • Experience supporting federal agencies in a program or project management capacity
  • Minimum 5 years of experience with enterprise-level IT infrastructure, including distributed environments
  • At least 5 years providing strategic IT guidance aligned with industry best practices
  • 3–5 years leading Agile teams and managing backlogs in complex environments
  • Minimum 3 years developing technical documentation, reports, and program deliverables
  • Experience supporting a large-scale federal Health IT economic and clinical health program
  • Experience maintaining a complex program master schedule across multiple integrated workstreams
  • Experience developing and updating program dashboards for executive-level reporting
  • Proficiency with agency capital planning and management systems (CAPMS) and SharePoint
  • Experience interfacing with multiple agency components involved in a large federal health IT program
  • Working knowledge of health IT system architecture and interfaces

Responsibilities

  • Lead and oversee program and project management activities across multiple IT initiatives within a large federal health IT organization
  • Drive agile PMO operations including sprint planning, backlog management, governance, and reporting using tools such as JIRA
  • Provide senior-level advisory support on data center operations, cloud hosting services, and IT infrastructure strategy
  • Manage project schedules, risks, issues, and dependencies across large-scale, multi-stakeholder programs
  • Support stakeholder engagement, communications, change management, and adoption activities for complex IT initiatives. Apply user-centered or Human-Centered Design principles, as appropriate, to support requirements gathering, solution planning, and implementation.
  • Facilitate executive-level meetings, ensuring clear documentation, action tracking, and data-driven reporting
  • Support IT governance framework development, including documentation and decision-making processes
  • Collaborate with leadership and cross-functional teams to shape program strategy and ensure successful execution
  • Provide mentorship and oversight to junior project management staff
  • Support transition planning and knowledge transfer activities as required
  • Serve as subject matter expert supporting a large-scale federal Health IT economic and clinical health program
  • Maintain the program’s master schedule, ensuring accuracy, currency, and alignment with program milestones
  • Develop and update the program dashboard, providing leadership with timely and actionable program health metrics
  • Utilize agency capital planning and management systems (CAPMS) and SharePoint in support of program tracking and reporting
  • Interface and coordinate with various agency components and stakeholders involved in the health IT program
  • Apply working knowledge of the program’s system architecture and interfaces to inform project planning and stakeholder communications
