About The Position

Metrolinx is seeking a Senior Project Manager, Third-Party Coordination, to drive the Scarborough Subway Extension (SSE) project forward. This role is crucial for managing key partners and stakeholders, building on a foundation of trust, respect, collaboration, and reasonableness. The Senior Project Manager will lead a skilled team in collaboration with project staff, external transit partners, and stakeholders to achieve project and third-party benefits and outcomes on time, on schedule, on budget, and with a safety-first mindset. The SSE project is being delivered using the Progressive Design Build Model and is currently in its implementation phase. Metrolinx is an agency of the Government of Ontario, committed to equity, diversity, and inclusion. This is an in-office position based at 100 Consilium Place, Scarborough, where collaboration and in-person interaction are valued.

Requirements

  • Completion of a degree in Engineering, Architecture, Urban Planning, Business Administration, Project Management, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in engineering, architecture, and project management services associated with the planning, design, commercial, contract administration, and construction of transit stations or railway corridor infrastructure.
  • Detailed understanding of different procurement strategies and delivery methodologies (DBB, DB, DBFM, DBFOM).
  • Exceptional project management skills to lead and manage large complex projects.
  • Advanced experience in project risk management frameworks and methodologies.
  • Knowledge of the Building Transit Faster Act.
  • Strong stakeholder management and negotiating skills to navigate between multiple parties with differing perspectives along with interpersonal skills to develop collaborative relationships.
  • Demonstrated ability to build relationships with stakeholders and achieve milestones in a multi-stakeholder, multi-disciplinary environment.
  • Demonstrated ability to build and maintain strategic relationships to work across divisions and with internal and external stakeholders/clients.
  • Superior interpersonal and oral/written/presentation communication skills to collaborate with internal and external stakeholders and transit partners.
  • A valid Ontario Class ‘G’ driver’s license is required to travel to various site locations.

Nice To Haves

  • Experience with collaborative models including Progressive Design Build is an asset.
  • Valid Project Management Professional (PMP) is an asset.

Responsibilities

  • Leading a team of subject matter experts in real estate and land acquisitions, infrastructure and utilities, traffic and transportation, permits and approvals, and stakeholder management to support the successful delivery of the SSE project.
  • Conducting annual internal and external resource planning activities within the purview assigned by the Director to ensure proportionate resources are available to meet the lifecycle needs of the project within established budget limits.
  • Assigning, coaching, and managing work plans, assignments, and deliverables of related disciplines to ensure adherence to timelines and achievement of performance objectives, and developing and implementing action plans to address performance gaps.
  • Developing and executing strategies to accelerate SSE design and permitting approvals by relevant authorities having jurisdiction, leveraging the tools within the Building Transit Faster Act, if and where warranted.
  • Facilitating negotiations and timely decisions through established governance structures with transit partners to effectively manage project delivery risks.
  • Chairing and/or actively participating in established governance tables.
  • Maintaining and enhancing the risk management framework, plans, reports, and related key performance indicators among accountable disciplines.
  • Ensuring timely risk and issues management practices and procedures are implemented by the team and escalated through an established governance structure, as may be required, with options and recommendations for how to eliminate identified risks, or to mitigate and close out active issues expeditiously.
  • Preparing and presenting detailed reports and materials for internal and external stakeholder groups as directed, and working closely with communications staff in the preparation and delivery of various community engagement activities.
  • Participating in briefings to elected officials and other external stakeholders as required.
  • Working 5 days per week from the main project office located at 100 Consilium Place, Scarborough.
