About The Position

ZemiTek is pursuing an opportunity to support the U.S. Department of State’s Bureau of Consular Affairs, Passport Services Directorate (CA/PPT). CA/PPT oversees passport issuance nationwide, serving U.S. citizens traveling internationally and protecting the integrity of the U.S. passport as proof of citizenship. Its headquarters offices provide leadership, policy guidance, operational oversight, planning, training, records management, and modernization support to passport agencies and centers. The anticipated contract will provide professional, administrative, analytical, and program management support to these headquarters functions. Contractor personnel will help strengthen daily operations, support informed leadership decisions, and advance initiatives that improve service delivery and organizational performance. ZemiTek seeks an experienced Senior Project Manager / Scrum Master to guide Agile teams and support effective project delivery within CA/PPT headquarters operations. This role combines Scrum facilitation, project coordination, and quality management to help teams deliver consistent results while adapting to evolving priorities. Serving as the primary Scrum Master for one or more Agile teams, the Senior Project Manager / Scrum Master will promote collaboration, remove impediments, and help teams maintain focus on agreed objectives. The position will also implement and manage quality management systems aligned with ISO 9001, integrating disciplined processes and continuous improvement into project execution. The successful candidate will combine practical Scrum expertise with demonstrated experience implementing quality management systems. This role requires a collaborative leader who can coach teams, address delivery obstacles, and balance responsiveness with consistent quality and accountability.

Requirements

  • Minimum of five (5) years of relevant professional experience.
  • Bachelor’s degree, or nine (9) years of relevant professional experience.
  • Active Secret personnel security clearance.
  • Demonstrated understanding of Scrum practices.
  • Proven track record of implementing a quality management system in compliance with ISO 9001.
  • SCM or CSP certification.
  • Proficient computer skills and in-depth knowledge of relevant software, including Microsoft Word, Excel, PowerPoint, and SharePoint.

Nice To Haves

  • Experience serving as Scrum Master for multiple Agile teams or coordinating projects with interdependent activities.
  • Experience applying Agile practices in federal programs or similarly structured organizations.
  • Demonstrated ability to coach teams, resolve impediments, and facilitate productive stakeholder collaboration.
  • Experience integrating quality management practices into project planning, execution, and reporting.
  • Experience using performance measures and retrospective findings to improve team effectiveness and delivery outcomes.
  • Strong facilitation, communication, organizational, and problem-solving skills.

Responsibilities

  • Serve as the primary Scrum Master for one or more Agile teams, supporting effective application of Scrum practices throughout project delivery.
  • Facilitate sprint planning, daily Scrum meetings, sprint reviews, and retrospectives to maintain alignment, surface challenges, and support continuous improvement.
  • Coordinate with project stakeholders and team members to clarify priorities, dependencies, and delivery expectations.
  • Identify and remove impediments, escalating issues when necessary and following through on actions that support team progress.
  • Protect teams from external distractions and coordinate competing requests to maintain focus on agreed commitments.
  • Encourage collaboration, learning, and shared accountability through coaching, constructive feedback, and regular reflection on team performance.
  • Implement and manage quality management systems aligned with ISO 9001, maintaining supporting processes and documentation.
  • Monitor project progress and quality indicators, communicating delivery risks, obstacles, and improvement opportunities to relevant stakeholders.
  • Support corrective actions and process improvements that address recurring problems and strengthen delivery consistency.
  • Maintain project records, status reports, and collaboration materials using Microsoft Office and SharePoint.
