About The Position

The NRC is seeking Senior Project Managers (RCO) to join its Office of Facilities Renewal Management. This role is responsible for leading the prioritization of NRC facility recapitalization projects and delivering research facilities and real property renewal projects. The Senior Project Manager will provide project management support to Research Centres for the development of project charters and management plans for scientific facilities and real property projects. They will ensure projects are delivered on time and within budget, meeting stakeholder expectations. The incumbent will lead multi-disciplinary teams in a matrix environment, collaborating with subject matter experts, engineering leads, project coordinators, procurement agents, comptrollers, and administrative staff, while also liaising with internal and external stakeholders. Responsibilities include preparing project charters, management plans, status reports, and other required documents to comply with OFRM framework requirements, as well as monitoring project progress and budgets.

Requirements

  • University degree in engineering, project management, or in another field that is relevant to the duties of this position.
  • Significant recent experience managing delivery of large, complex scientific and/or institutional and/or industrial infrastructure and/or real property projects.
  • Experience involving the application of project management principles and the adoption of best practices.
  • Experience managing multi-disciplinary teams and multi-partner resources in a matrix environment, including staff, sub-contractors and complex procurement aspects.
  • Experience in reporting to senior management on project performance including reviewing, producing and analyzing project performance indicators, such as those related to costs, schedule, quality, client satisfaction and project team engagement.
  • Experience providing recommendations on issues resolutions.
  • Experience in internal and external stakeholder engagement in a complex environment.

Nice To Haves

  • Formal designation as a Project Management Professional (PMP) from the Project Management Institute (PMI) could be considered an asset.
  • Experience managing projects in a Research and Technology environment.
  • Experience in procurement within the Federal Government.

Responsibilities

  • Provide project management support to Research Centres for the development of project charters and project management plans for scientific facilities and/or real property projects.
  • Ensure that assigned projects are delivered, that schedules and budgets are adhered to, and that stakeholder expectations are met.
  • Lead a multi-disciplinary team in a matrix environment, drawing on subject matter experts from Research Centres, Real Property Planning and Management engineering leads, project coordinators, procurement agents, comptrollers and administrative staff.
  • Liaise with internal and external stakeholders.
  • Prepare project charters, project management plans, status reports and all required documents to comply with OFRM framework requirements.
  • Support OFRM performance planning by monitoring the day-to-day progress and budget of the projects as well as other related activities.
