About The Position

You are responsible for total project delivery of the construction works of the Stage 2 Light Rail Transit (LRT) project within the City’s Rail Construction Program. Specifically, this work will focus on ensuring construction quality compliance by providing oversight of the design-build contractor’s obligations under the Project Agreement (PA). This includes administration of the QA/QC framework, monitoring the contractor's Integrated Management System (IMS) obligations and Independent Quality Assurance Firm (IQAF) outputs for compliance, identifying, documenting, and escalating quality gaps, and supporting Testing and Commissioning (T&C) phase quality oversight. You perform a key role in site coordination and communication, ensuring compliance with all construction contract requirements, tracking and reporting on project status, performing site visits and reviewing submittments and payment requests. You provide direction to, and supervise in-house Field Coordinators, inspection staff and contractors across active construction zones. You also provide expert QA/QC advice to the Program Manager and senior leadership, participating in planning, risk management, and contractor performance assessment.

Requirements

  • Completion of 4 year university degree in Mechanical, Civil, Electrical or Structural Engineering, or Architecture, from a recognized university.
  • Minimum of 8 years of professional experience in the discipline of planning, design and construction of projects
  • Minimum of 5 years construction project management experience
  • Current engineering, accessibility and building renewal planning, design, construction and rehabilitation methods and practices
  • Related national, provincial and engineering codes and standards, including legislation, regulations, codes and by-laws pertaining to design, construction, environmental assessment, health and safety, accessibility, project management pertaining to Ontario Building Code, Accessibility for the Built Environment, Occupational Health and Safety Act, Canadian Green Building Council, Leadership in Energy and Environmental Design (LEED), Environmental Assessment Act, Ontario Fire Codes, etc.
  • Processes for developing quote calls, RFQs and RFPs including the tendering process with regard to acceptance, review and selection of bids/tenders and consultant proposals
  • Current construction materials, methods, processes and practices; carrying out construction work site inspections for the purpose of resolving project on-site problems and accepting/rejecting contractor’s work
  • Application of the principles of project management including concepts pertaining to work breakdown structures, cost containment/control and reporting of complex, multi-year, multi-discipline, high dollar value projects
  • Computer applications pertaining to project management, spreadsheet, word processing, e-mail, internet and SAP
  • Protocols for preparing reports, briefings and other communiqués pertaining to public consultation and in response to senior management/councillor inquiries
  • Prepare complex, formal RFQs and RFPs; review, analyze and recommend acceptance of proposals
  • Manage concurrent complex, high dollar value and often highly sensitive projects and bring projects to completion on time and on budget
  • Manage concurrent activities with consultants, contractors and other levels of government and external agencies
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
