About The Position

This is advanced professional, technical, and administrative work involving the planning, management, and oversight of civil engineering; water and wastewater infrastructure utility projects, and water resources projects, including new facilities, expansions, and rehabilitation of existing infrastructure. An employee in this position serves as a senior-level project leader, design manager, and/or owner’s representative responsible for managing all phases of project delivery—from planning and design through construction and closeout. Work includes extensive coordination with consultants, engineers, contractors, regulatory agencies, and internal stakeholders. This role also requires forward-facing client engagement. This role requires significant independent judgment and decision-making and includes responsibility for reviewing, managing, and directing engineering design and facility construction efforts for water and wastewater infrastructure facilities. The position may be filled by a Professional Engineer or a highly experienced Project/Construction Manager with extensive background in Civil infrastructures and water resources. Work is performed under general administrative direction and is reviewed through reports, conferences, and results obtained.

Requirements

  • Bachelor’s Degree (Master’s Degree a plus) in Civil, Environmental, or Mechanical Engineering, Construction Management, or a closely related field.
  • Minimum of 20 years of demonstrated experience in project management, design, or construction of Civil and water related infrastructure facilities.
  • Extensive knowledge of water, wastewater and/or water resource design, construction, and rehabilitation, as well as civil infrastructure improvements.
  • Extensive knowledge of engineering principles related to civil, environmental, and/or mechanical systems in utility infrastructure.
  • Experience in execution of public-sector capital improvement programs.
  • Strong knowledge of project management principles, including budgeting, scheduling, and contract administration, including management of staff/teams for multiple projects.
  • Strong knowledge of marketing and business development for consulting engineering services.
  • Thorough knowledge of applicable regulatory requirements (e.g., FDEP, FDOT, EPA, local permitting).
  • Ability to review and evaluate complex engineering plans, specifications, and technical reports.
  • Ability to identify design deficiencies, constructability issues, and operational impacts.
  • Ability to manage multiple large-scale, concurrent projects.
  • Ability to make sound engineering and project decisions with a high degree of independence.
  • Strong communication skills, including the ability to present technical information to non-technical audiences.
  • Ability to establish and maintain effective working relationships with clients, consultants, contractors, regulatory agencies, County staff, and the public.
  • Ability to lead multidisciplinary teams and provide technical direction.
  • Strong interpersonal and communication skills to interact effectively with management, staff, clients and stakeholders.
  • Excellent organizational abilities to manage multiple projects, tasks and deadlines.
  • Self-motivated, with the ability to work independently and take initiative.
  • Perform additional office and project/program management, project controls related duties as required.

Nice To Haves

  • Licensed as a Professional Engineer (P.E.) in the State of Florida or ability to obtain in 6 months.
  • Project Management Professional (PMP) or Certified General Contractor (CGC).

Responsibilities

  • Manage and oversees design and construction management of civil infrastructure and water related projects, including new upgrades, expansions, and/or rehabilitation of infrastructure projects.
  • Acts as the Sr. PM/PE or company representative for all project phases, including planning, design review, permitting, procurement, construction, and commissioning.
  • Provides technical oversight and review of engineering designs, plans, specifications, and reports for CES projects.
  • Coordinates with staff, stakeholders, and SMEs, as well as contracted consulting engineers, construction managers, and contractors to ensure compliance with project requirements, regulatory standards, and industry best practices.
  • Leads project development activities including scope definition, budgeting, scheduling, and risk management.
  • Oversees permitting and regulatory coordination with agencies such as the Florida Department of Environmental Protection (FDEP), SFWMD, FDOT, and other applicable entities.
  • Conducts constructability reviews and value engineering analyses to optimize project delivery.
  • Monitors project schedules, budgets, and performance; identifies and resolves issues impacting cost, schedule, or quality.
  • Reviews and approves invoices, contractor pay applications, change orders, and consultant service authorizations.
  • Leads or participates in pre-design, pre-construction, and progress meetings.
  • Ensures compliance with contract documents, technical specifications, and regulatory requirements.
  • Prepares and presents design and construction drawings, proposals, reports, recommendations, and project updates to senior leadership, client’s boards, owners and stakeholders.
  • Lead Business Development/marketing efforts for the Palm Beach County area market.
  • Identify strategic client and upcoming projects to target with the assistance of our marketing team.
  • Performs related work as required.
