About The Position

Development Review is responsible for provincial and City land use planning policies and directions, including engineering design reviews, review of urban design, infrastructure, transportation, and parks and the processing of various development applications (such as subdivisions, condominiums, Zoning By-law amendments, site specific Official Plan Amendments, site plans, Committee of Adjustment applications, Part-Lot Control By-laws, road closures and openings, 30 cm reserves, cash-in-lieu of parking, demolition control, etc.). Manages the Development Review process for the urban, suburban or rural areas.

Requirements

  • Completion of 4 year university degree in Engineering or Applied Science
  • Minimum of 8 years of professional experience in the planning, design and construction of municipal infrastructure, including a minimum of 5 years of project management experience
  • Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable
  • Project Management Professional (PMP) certification is an asset
  • Engineering planning, design, operations and construction/rehabilitation of municipal structures, infrastructure and utilities
  • Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, building, fire, health and safety, construction process
  • Processes for conducting and analysing environmental impact assessments
  • Principles of project management, including cost containment/control and reporting
  • Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers
  • Processes for tendering and contracting work
  • Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail and use of the Intra-Internets
  • Protocols for responding to senior management/councillor inquiries, conducting public consultation and preparing reports, briefing notes, other communiqués
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
  • Ability to manage concurrent complex, multi-million dollar and often highly sensitive projects and bring the projects to completion according to schedule and within budget
  • Ability to manage activities of technical staff, consultants, contractors, and be able to co-ordinate activities with other levels of governments and external agencies/utilities
  • Able to prepare formal RFQ’s and RFP’s and able to review, analyze and recommend acceptance of proposals from consulting engineering firms
  • Communicate effectively orally and in writing to internal councillor inquiries and inquiries/complaints from the general public and be able to present technical material in formats conducive to various audiences
  • Identify and recommend the solutions to health and safety issues and problems to ensure the safety of employees and contractors and to mitigate loss/project downtime

Responsibilities

  • Ensuring efficient and timely processing of engineering reviews on a variety of development applications such as subdivision and condominium plans, zoning by-law amendments, Official Plan amendments and site plans.
  • Reviewing and approving engineering designs for water, road and sewer proposals, storm water management, pumping stations and communal water and wastewater systems.
  • Managing capital projects, ensuring the timely delivery from staff.
  • Assisting the manager in identifying future needs.
  • Reviewing and approving lot grading and drainage plans, slope stability studies, hydrogeology and soil studies, noise and traffic impact studies, environmental assessments and other related engineering designs prepared by external consultants for development-related proposals.
  • Performing the role of acting manager and supervising staff in their absence.
