The successful candidate will have extensive experience leading highway reconstruction, roadway safety, Complete Streets, intersection improvement, and pedestrian and bicycle facility projects for public agencies. Working closely with clients and project stakeholders, this individual will provide technical and strategic leadership, oversee all aspects of project delivery, and ensure compliance with applicable standards and agency requirements. This role offers the opportunity to serve as Project Manager and Project Principal on significant transportation projects while helping shape the growth of FPA’s practice. The Senior Project Manager – Highway & Traffic will develop client relationships, mentor engineering staff, lead proposal efforts, and collaborate with department leadership on strategic planning and operational improvements. Highway & Traffic Engineering Expertise & Project Leadership FPA’s Highway & Traffic Department provides planning, design, permitting, and construction support services for transportation projects serving local, county, state, and federal agencies. The Senior Project Manager – Highway & Traffic will lead multidisciplinary teams throughout the project lifecycle while overseeing technical deliverables, project performance, QA/QC, and client coordination. This role requires the technical expertise, leadership, and business development experience needed to deliver profitable projects, develop staff, and pursue new opportunities.

Requirements

Bachelor's degree in Civil Engineering or related field.
Professional Engineer (PE) license in the State of New Jersey required.
12+ years of progressive transportation engineering experience with increasing project management responsibilities.
Demonstrated experience managing roadway, highway, traffic, intersection, and transportation improvement projects.
Strong knowledge of NJDOT, PennDOT, county, and municipal transportation design standards and procedures.
Proficiency with AutoCAD Civil 3D and MicroStation design software.
Proven experience managing project budgets, schedules, staffing, and client relationships.
Experience leading proposal efforts and supporting business development activities.
Strong leadership skills with experience mentoring and managing engineering staff.
Excellent written, verbal, and presentation communication skills.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Nice To Haves

Knowledge of traffic engineering principles and transportation planning concepts preferred.
Active participation in professional organizations such as ASCE, ACEC, ITE, or similar.
Experience managing NJDOT and/or PennDOT projects.
Existing relationships with transportation agencies, counties, municipalities, and industry stakeholders throughout New Jersey and Pennsylvania.
Experience serving as Engineer of Record on transportation infrastructure projects.
Experience with Complete Streets, Vision Zero, pedestrian and bicycle facilities, traffic calming, and roadway safety improvement projects.

Responsibilities

Serve as Project Manager and Project Principal on transportation engineering projects for local, county, state, and federal agencies.
Lead multidisciplinary project teams in the planning, design, permitting, and construction support phases of transportation projects.
Manage project scope, schedules, budgets, staffing requirements, and overall project performance to ensure successful delivery.
Oversee the preparation of design plans, specifications, cost estimates, technical reports, and supporting documentation utilizing AutoCAD Civil 3D and MicroStation.
Provide quality control reviews and ensure compliance with applicable local, state, and federal design standards and agency requirements.
Coordinate with clients, regulatory agencies, utility companies, and other project stakeholders throughout project development.
Serve as the primary client contact and maintain strong relationships with existing clients while identifying opportunities for additional services.
Lead proposal development efforts, including preparation of technical approaches, scope of services, fee estimates, and project schedules.
Support business development initiatives through networking, industry involvement, client engagement, and participation in professional organizations.
Mentor, supervise, and develop engineering staff by assigning work, providing technical guidance, and supporting professional growth.
Collaborate with department leadership on strategic planning, resource allocation, and operational improvements.
Participate in project interviews, presentations, and marketing efforts to secure new business opportunities.
Provide construction support services, including responses to contractor inquiries, shop drawing reviews, and field coordination as required.
Monitor project financial performance and implement corrective actions when necessary to maintain project profitability.
Stay current with evolving transportation design standards, regulations, and industry best practices.
