This Senior Project Manager position is open to backfill a recent vacancy and support the expanding portfolio within PMC's Gas Development organization. The role involves work on the development of natural gas combined-cycle and simple-cycle facilities, LNG storage evaluation, and existing facility modifications. Duke’s Integrated Resource Planning team identifies the need for new generation, requiring evaluation and preparation of additional sites for development. The development process encompasses permitting, regulatory approvals, scope and pricing development, stakeholder engagement, equipment and contractor selection, and project transition into the execution phase. The Gas Development team also evaluates potential upfits and modifications to existing facilities, as well as other miscellaneous projects requiring development support and execution oversight. The Senior Project Manager (Sr PM) position has single point accountability or can be under general direction of a Sr. Project Director or Project Director. The Sr PM is responsible for managing, or assisting in managing, all phases of project planning and execution to ensure project success factors are met, including scope, schedule, cost, quality, environmental, safety, communications, security, and integration. This position is highly involved in funding management and budgeting. The position may have direct reports, including Project Managers, Project Controls, construction management, engineering, administrative support staff, and contingent workers. This position is typically assigned a portfolio of "Green" or "Brown" ranked projects per the Project Management Center of Excellence Risk-Informed Ranking Process. Higher ranked projects with greater risk may also be assigned when accompanied with an Enhanced Support and Oversight Plan (ESOP). The position is accountable for a portfolio of assigned projects with moderate to high levels of risk, typically involving complex but mature technology and moderate complexity. Sr PMs are accountable to various stakeholders, including facility and department level personnel, Senior Management, and potentially the Board of Directors and External Agencies. Sr PMs may be assigned to projects with specific risk-informed requirements based on specific experience and skill sets. Sr PMs serve as a unifying agent, providing leadership, decision-making, management, guidance, direction, coordination, and control of overall projects in accordance with established policies, procedures, systems, and requirements of the Company. This is a leadership position requiring minimum qualifications, with progression based on experience, knowledge, skills, and abilities, and restricted by Business Unit needs to manage the portfolio.

Responsibilities

  • Create / Staff / Lead Project Team. Sr PM's provide leadership, oversight, direction, management, delegation, and coordination with various internal and external organizations that are providing services to the project (Development, Engineering, Project Controls, Estimating, Construction Management, Supply Chain, Legal, EHS, QA/QC, Operations, Communications, Stakeholder Engagement, Regulatory, Security, Fuels, Transmission, etc.). Sr PMs manage matrixed members of the team daily. They interface with functional leaders of matrixed team members regarding placement, development and conflict resolution.
  • Establish and maintain communications among all project stakeholders. Structure, lead, or assist in project related meetings to ensure open communication between team members, key stakeholders, and management. Prepare, communicate or report monthly project status, kickoff meetings, weekly and monthly required communication. Assure Project Plans, appropriate reporting means are developed and communicated according to PMCoE Standards and Business Unit implementing procedures. Effectively communicate with appropriate management / governance team.
  • Plan assigned project(s) including scope, schedule, cost, safety, and quality aspects. Champion the process of project planning including scope and work definition, estimating, schedule formation, monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, integration processes, and warranty management as applicable.
  • Execute projects according to plans within approved scope, cost and schedule constraints. Includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, Work Breakdown Structure (WBS), schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plans, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close out.
  • Effective Leadership, Development, Mentoring of PM Specialists, PM I’s, PM II’s, and PC’s Roles. Provide coaching, mentoring and leadership to other career path members. Share tools, learnings, expertise in manner consistent with corporate leadership and PMCoE.
  • Effective Presentation Skills. Ability to create, develop and deliver project / business case presentations to Senior Management / project sponsors.
