Requirements

  • University graduation in a field related to the position assignment (e.g. Engineering or Architecture).
  • Six years of directly related experience in senior level project management , project and program planning and managing interdisciplinary teams and resources.
  • Ability to use effectively a suite of software, information management tools and systems (e.g. SharePoint, Visio, Microsoft Office Suite, ARTS, Adobe Acrobat, Power Point).

Nice To Haves

  • Experience in strategic capital planning and/or experience with healthcare facilities.
  • Certification as a construction administrator or project manager and training in management skills and relevant software applications desirable.
  • Construction Contract Administrator Certification or Project Management Certification.
  • Membership in good standing with AAA, APEGGA or ASET.

Responsibilities

  • Lead projects and work with project stakeholders to oversee the development of Business Cases for complex health facilities and potentially Government Facilities including the identification of clinical/support areas and projected space programs required for infrastructure solutions for a site.
  • Works with senior representatives from the program ministries (from end users to Deputy Ministers) to ensure the program requirements are met.
  • Review ministry requirements and service plans to identify project delivery needs, conduct gap analysis, lead stakeholder coordination and procurement processes, evaluate facility solution options with associated impacts, risks, schedules, and costs, and oversee the development of business case documents recommending the optimal facility and site aligned with provincial health strategies.
  • Provide input on capital project prioritization and capital plan reviews, develop comprehensive business cases for priority projects, and offer health program delivery expertise for proposed initiatives.
  • Provide timely project and business case status updates to stakeholders, prepare briefing materials and strategic communications for senior leadership, support business process improvements and health capital manual maintenance, and contribute to branch communication strategies and follow-up activities.
  • Ensure timely and policy-compliant responses to correspondence and information requests, maintain effective stakeholder and client relationships, provide team direction and performance oversight, liaise with executives and subject matter experts on project requirements, and lead project committees to resolve major issues.
  • Advise senior leadership on issues and opportunities related to health facilities capital initiatives, support branch management objectives, foster stakeholder and client relationships, represent the ministry on cross-government committees, ensure provincial client needs are reflected in health facility development, and contribute to policy, planning, and priority-setting activities.
