Requirements

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.
  • Minimum 7 years of construction project management experience, including ground-up construction.
  • Direct NAVFAC project experience or extensive Department of Defense construction background.
  • Multi-family residential development experience in a developer or owner’s representative role.
  • Demonstrated experience managing vendors on programs of comparable scale.
  • Change order review and approval experience on complex construction contracts.
  • Ability to brief and interact with military leadership at the base command level and above.
  • Willingness to work onsite in the Virginia Beach area five days per week.
  • Candidates must be authorized to work in the United States without sponsorship.

Nice To Haves

  • PMP certification.
  • Master’s degree in a related field.
  • Prior experience with Public-Private Venture (PPV) military housing programs or student housing privatization initiatives.
  • Team leadership experience with direct reports.
  • DoD SkillBridge or Military Transition Program (MTP) participants with relevant senior project management experience are encouraged to apply.

Responsibilities

  • Lead JLL’s owner’s representative role on assigned scopes, holding the vendor accountable to schedule, budget, and quality.
  • Own change order review and approval workflows, adjudicating contested items with the vendor.
  • Coordinate with the vendor’s project management staff across construction phases.
  • Interface with client stakeholders on program status, risks, and issue resolution.
  • Prepare and deliver briefings to client leadership.
  • Mentor Project Managers on the team and support their professional development.
  • Contribute to program-level cost, schedule, and risk reporting to JLL leadership and the client.
