Requirements

Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.
Minimum 7 years of construction project management experience, including ground-up construction.
Direct NAVFAC project experience or extensive Department of Defense construction background.
Multi-family residential development experience in a developer or owner’s representative role.
Demonstrated experience managing vendors on programs of comparable scale.
Change order review and approval experience on complex construction contracts.
Ability to brief and interact with military leadership at the base command level and above.
Willingness to work onsite in the Virginia Beach area five days per week.
Candidates must be authorized to work in the United States without sponsorship.

Nice To Haves

PMP certification.
Master’s degree in a related field.
Prior experience with Public-Private Venture (PPV) military housing programs or student housing privatization initiatives.
Team leadership experience with direct reports.
DoD SkillBridge or Military Transition Program (MTP) participants with relevant senior project management experience are encouraged to apply.

Responsibilities

Lead JLL’s owner’s representative role on assigned scopes, holding the vendor accountable to schedule, budget, and quality.
Own change order review and approval workflows, adjudicating contested items with the vendor.
Coordinate with the vendor’s project management staff across construction phases.
Interface with client stakeholders on program status, risks, and issue resolution.
Prepare and deliver briefings to client leadership.
Mentor Project Managers on the team and support their professional development.
Contribute to program-level cost, schedule, and risk reporting to JLL leadership and the client.
