About The Position

Reporting to the Senior Manager, Transfer Stations & Landfill Operations (TS&LO), the Senior Project Lead is responsible for advancing key sectional priorities by leading strategic initiatives, managing major procurements, overseeing complex projects from planning through to execution, and supporting the development and implementation of operational and regulatory programs across Transfer Station and logistics operations.

Requirements

  • Post secondary education in Environmental Studies, Public Policy, Public Administration, Planning, Environmental/Sustainability Management, Business Management and/or other related discipline, or an equivalent combination of education and experience.
  • Considerable experience in leading and coordinating multiple projects and project teams.
  • Experience in waste management, environmental programs, and sustainability initiatives, preferably within a municipal context.
  • Experience in contract management, including preparing requests for quotations and proposals, conducting evaluations, and awarding contracts.
  • Experience conducting research and analysis to develop recommendations for improvement to procedures, policies and/or services.
  • Experience in applying change management principles and methodologies to support the implementation of organizational or operational initiatives.
  • Experience preparing, implementing, and monitoring budgets.
  • Demonstrated capacity to implement innovative solutions, problem-solve independently, and apply creative thinking to complex challenges.
  • Skilled in analyzing large volumes of data and distilling findings into reports, briefing notes, and presentations for diverse audiences.
  • Adept at working independently and collaboratively, building strong stakeholder partnerships and administering partnership agreements.
  • Strong communication skills, with a proven track record in report writing and high-impact presentations.

Responsibilities

  • Coordinates implementation of Divisional and Sectional initiatives, develops detailed plans, and recommends policies and procedures for program-specific requirements.
  • Conducts research on assigned areas, considering sector developments, corporate policies, legislation, and other government initiatives.
  • Collects, analyzes, evaluates, and interprets information to develop recommendations for improving divisional and sectional projects, operations, policies, and services.
  • Provides input, guidance, and technical expertise in developing customer service, business, and operational improvement initiatives.
  • Prepares and reviews management reports, including project schedules, financial and operational plans, and business processes.
  • Develops and analyzes key performance indicators to measure program and project effectiveness and efficiency, providing insights to senior management.
  • Represents the Director’s Office on committees and working groups.
  • Reviews staff work to ensure accuracy, consistency, and quality.
  • Administers assigned budgets, ensuring expenditures are controlled and remain within approved limits.
  • Prepares reports, briefing notes, minutes, correspondence, and Committee submissions on behalf of management.
  • Develops procurement documents (RFQs, RFPs), staff reports, and recommendations related to project setup, team selection, and contract awards.
  • Leads work planning, contract management, and funding arrangements to support service delivery and operational improvement projects in a complex municipal environment.
  • Provides recommendations on service optimization, business process improvement, and organizational change, including staffing, restructuring, and resource allocation.
  • Applies change management principles to support implementation of divisional initiatives, including stakeholder engagement, communication planning, and readiness assessments.
  • Supports service and workforce rationalization projects across divisions, agencies, and corporations, including participation in discussions involving confidential labour relations matters.
  • Provides leadership on issue management across the section and division.
  • Liaises with senior internal and external stakeholders as required.
  • Provides direct oversight of external contractors to ensure effective delivery of program objectives.
  • Ensures project benchmarks, deliverables, and standards are met within established timelines.
  • Contributes to long-range planning and objective setting for Solid Waste Management Services.
  • Supports project management teams by facilitating collaboration, monitoring progress, and advancing deliverables.
  • Assists with staff supervision and fosters strong working relationships across all units within the section.
  • Engages stakeholders to gather input and support achievement of project goals and objectives.
  • Provides strategic advice and prepares reports, briefing notes, and correspondence for senior management.
  • Conducts qualitative and quantitative analysis of sectional issues and synthesizes complex information for senior leadership decision-making.
