About The Position

Advanced Performance level in Project Management and Coordination under general direction of Managing Engineer requiring extensive knowledge of project management, engineering and construction management methods to coordinate and manage the entire scope of assigned construction projects which entail a high level of complexity, priority and/or subject matter expertise to successfully accomplish. Responsible for leading project team by maintaining positive work relationships with internal engineering, maintenance, and support staff along with external vendors and contractors to fully engage all necessary contributors throughout project life cycle. Performs the material and substantial duties of the classification more than 50% of the time. Summary of Job Duties Provides project leadership for construction projects with higher levels of complexity as assigned by Managing Engineer from Initiation to Closure. Responsible for leading projects by determining project scope, establishing the project plan and stakeholders, helping team identify risks and develop mitigation strategies. Provides senior level technical project support to address engineering, construction team and/or assistant support staff concerns. Collaborates with customers from various internal departments to discuss desired scope of work; sets milestone indicators and then monitors productivity, quality and progress towards completion. Attends, prepares and conducts necessary project meetings (e.g., pre-construction, pre-bid, pre-quote). Takes the lead in coordinating all clients, staff, and outside professionals to be in attendance or be aware of their needs; attends public meetings and as needed acts as coordinator for public hearings; coordinates construction scheduling and communication and act as liaison to outside project management teams concerning bids, subcontracting, materials, scheduling, progress and delays. Fully assesses financial expenditures for large-scale engineering and construction projects related to Facilities Management department. Sets project goal deadlines and evaluates the execution of work to keep projects on track and in adherence with expected timeline and budget projections. Can make decisions to keep projects adhering to cost constraints and assists in formulating budget funds for future projects. If needed, addresses issues causing delays and works to keep Managing Engineer and other stakeholders in communication of possible hinderances to successful project outcomes. Ensures project safety through on-site visits, inspects work initially, during and at finale to ensure adherence to specifications, drawings, and any safety concerns. May be needed to supervise the installation of equipment and components in assigned field. Manages the design of building and facilities projects, determines required technical characteristics and associated design requirements, provides technical expertise and advice in specialty area to internal and external project staff, directs the preparation of engineering specifications and all drawings, reviews project documents for compliance with specified outcomes, determines the sequencing and scheduling of construction phases, conducts field investigations, directs fields operations, reviews proposals for substantial engineering projects, evaluates bidders technical expertise, adherence to bid requirements, cost and other aspects, recommends contractor to management, established and reviews project objectives and desired end results, resolves technical and/or administrative issues with contractor, approves additions or changes to design based on construction requirements, approves payments to contractors. Leads the preparation and writing for Request for Proposals (RPFs) along with coordinating the bidding process for assigned projects. Provides input for selection of design-consultant, coordinates project design, prepares bid documents and legislation for bidding, reviews selection of successful bidder, coordinates inspections. Handles the budget allotted for assigned projects. Prepares needed contracts, funding requests and communication plans; checks and compiles contractors' payment estimates; under the general guidance of Managing Engineer prepares project proposals and estimates from plans, verifies ownership and checks as-built records. Is accountable for making sure the processing of Purchase Orders (PO), Various Vendor Blanket (VV) and other Performance related documents for payment including authorizing invoices for payment are done on time and in accordance with Purchasing Department guidelines and state/federal laws; prepares Project Request forms for future funding; establishes and maintains project files, costs, correspondence and related database information, performs administrative and statistical work involved to ensure proper document storage and record keeping; review and prepare award documents. Work with Data Processing to ensure department web page is updated with latest prevailing wage rates; may act as prevailing wage coordinator for Facilities Management; maintain certified wage records as part of project file; attend State of Ohio sponsored prevailing wage training sessions to be properly prepared to answer labor related rate questions. Uses county or personal vehicle to attend meetings throughout Montgomery County and surrounding areas and is required to maintain availability by means of cell phone to address questions or concerns including weekends and after work hours in relation to assigned projects and county business. Prefer CAD experience. (Performs Related Duties As Required)

Requirements

  • Completion of Bachelor’s Degree in Project Management, Construction Management, Architecture, or Engineering (preferably construction, civil or mechanical) or a related field and 4 years of related experience in managing, coordinating, and leading construction renovations, building upgrades, and/or new builds for complex properties; OR alternative, equivalent evidence of the Minimum Class Requirements.
  • Valid driver's license with an acceptable driving record.
  • Climbs ladders, navigates job sites and may work in confined spaces.

Nice To Haves

  • Prefer candidates to possess a Project Management Professional certification.
  • Prefer CAD experience.
