About The Position

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies. The Cycling & Micromobility Unit is responsible for the nation's largest network of on-street bicycle facilities (1,200+ lane-miles), enhancing street safety for all users, and increasing bike ridership in the five boroughs. The team's focus is the innovative redesign of city streets to expand and improve the bike network, with emphasis on improving connectivity between neighborhoods, increasing access to safe bicycle infrastructure across the city, and creating a more equitable transportation network that serves all New Yorkers. The Cycling & Micromobility Unit seeks to hire two experienced, detail-oriented Senior Project Coordinators to support the design and development of construction-ready plans for bicycle infrastructure projects across all five boroughs of New York City.

Requirements

A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or
An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or
A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.
To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.
To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

Nice To Haves

Advanced AutoCAD proficiency with minimum 4 years of experience producing construction-ready civil engineering or transportation design drawings
Experience with survey data, existing conditions mapping, and incorporating field measurements into designs
Advanced knowledge of Synchro and traffic operations analysis methodologies, with the ability to interpret modeling results and apply them to project design and decision-making.
Deep understanding of roadway design principles, geometric design, and complete streets concepts
Knowledge of protected bicycle lane design standards and implementation best practices
Experience applying MUTCD, AASHTO, and NACTO design guidelines
Proficiency in Adobe Creative Suite (Illustrator, Photoshop, InDesign) for creating presentation graphics and visualizations
Experience with ArcGIS or other GIS software for spatial analysis and mapping
Strong attention to detail and commitment to producing accurate, high-quality technical drawings
Excellent organizational skills and ability to manage multiple projects simultaneously
Strong written and verbal communication skills to coordinate with multidisciplinary teams
Strong preference given to candidates who cycle regularly and/or are passionate about cycling, bicycle infrastructure, and the built environment of New York City.
Preference will be given to candidate who possess a driver's license valid in the state of New York with no restrictions. This license must be maintained throughout duration of employment in this position.

Responsibilities

Under the supervision of the Director/Deputy Director, the Senior Project Coordinators will play a critical role in collaborating with engineers and planners to develop innovative, sustainable bicycle infrastructure projects.
The Senior Project Coordinators may lead a team of Project Coordinators, Inspectors, and College Aides, providing technical guidance, mentorship, and support in the delivery of their portfolio of street improvement projects.
The selected candidates will help advance safe, high-quality street designs that reduce traffic fatalities and serious injuries, improve mobility, and encourage a shift to sustainable transportation codes in support of the NYC Streets Plan.
The candidates will develop detailed proposed street designs that rebalance existing streets to integrate bicycle facilities, pedestrian improvements, and traffic calming to enhance safety for all street users.
The candidates will create comprehensive AutoCAD drawings showing vehicle and bike lane configurations, intersection treatments, curb alignments, roadway dimensions, vertical elements, and pavement markings.
The candidates will develop and review Synchro traffic models to evaluate intersection capacity, delay, and level of service, ensuring analyses support safe and efficient multimodal street designs.
The candidates will review and quality-check drawings produced by junior staff and consultants.
The candidates will manage multiple concurrent design projects and prioritize work to meet critical deadlines.
The candidates will coordinate with other DOT divisions, including Geometric Design, Borough Engineering, and Traffic Signals, to ensure design consistency, comfortable advocating for best practices and emerging designs that support micromobility.
The candidates will conduct site visits and field measurements to verify existing conditions and inform design decisions.
The candidates will prepare design presentations and graphics for community meetings, stakeholder engagement, and internal coordination.
The candidates will ensure all designs comply with AASHTO, MUTCD, and NYC DOT standards.
The candidates will support junior staff training and technical development.
