About The Position

EXP is seeking a Senior Project Controls Specialist to lead and manage a team, interacting with internal and external stakeholders on a broad range of projects, including Small/Mid/Large Program Management, Design Build, EPC, or EPCM projects within the Transportation, Infrastructure, and vertical Construction business sectors. The ideal candidate will be highly detail-oriented, organized, and possess excellent analytical and problem-solving abilities. This role requires independence and self-motivation in executing daily job duties with minimal direction and oversight.

Requirements

  • 3+ years of extensive experience within Construction, Oil & Gas, Chemical & Petrochem business sectors.
  • Proficiency in Primavera P6, Microsoft Project, Procore, Sharepoint, Aconex, and other software is desirable.
  • Advanced Excel knowledge including Pivot Tables and Formulas.
  • Strong written and oral communication skills.
  • Technical Diploma/degree in construction or business management or related field required.
  • Industry Knowledge and minimum 5 years related project experience.
  • Proficiency in Microsoft Office (Outlook, Excel) and proficiency with programs and applications.

Responsibilities

  • Accountability for all project planning, budgeting, change management, cost control, cost estimating, reporting, and forecasting activities.
  • Monitor financial performance and identify/communicate situations that could materially affect overall company financial performance to project manager, senior management, and corporate services.
  • Ensure Change Management is adhered to by the project team to quantify impacts to schedule and cost, and lead efforts to develop mitigation plans.
  • Work with the Project Manager to ensure alignment of the project forecast Estimate at Completion (EAC) in terms of both time and cost.
  • Maintain and update the project work breakdown structure (WBS) and cost breakdown structure (CBS).
  • Provide accurate internal weekly and monthly project reports and interface/present to management.
  • Represent projects in PSR (Monthly Project Status Reviews) for PC, Scheduling, and Risk.
  • Prepare client monthly invoices.
  • Prepare cost reviews and participate in project review audits and workshops.
  • Analyze, trend, and communicate progress information to project personnel through useful graphs and reports.
  • Control and monitor project total expenditure, including verifying and checking invoices and claims from suppliers, vendors, and subcontractors to ensure all project expenditures are captured and properly coded.
  • Evaluate project contracts and commercial terms to ensure project controls processes align with specific project needs.
  • Understand contractual language and ensure project compliance with contracts and corporate standards.
  • Maintain compliance with all applicable policies, procedures, and company standards.
  • Understand contract/estimate types (Lump Sum, T&M, Fixed Fee).
  • Engage in interdisciplinary communication with engineering, construction, and procurement to coordinate project activities and inputs.
  • Source, develop, and mentor project controls/scheduling specialists.
  • Hold the project team accountable for progress commitments.
  • Influence others not under direct control to drive task completion and attainment of project milestones.
  • Communicate proactively with the project team, stakeholders, and project leadership regarding issues and variances that may influence project outcomes.
  • Develop, report, and monitor Project Risk Registers and analyses for both schedule and cost using Monte Carlo, Interactive Planning Sessions, and other available tools.
  • Identify and mitigate risks related to potential impacts on scope, cost, and schedule.
  • Develop project controls, scheduling, planning, cost control, change management, and cost estimating plans and procedures.
  • Provide other ad-hoc analyses and assignments as needed.
  • Provide project planning input into proposals and bids.
  • Communicate effectively with all levels of the project team, including management and clients.
  • Develop EP schedules for projects from FEL2 to execution phases, including milestones.
  • Develop EPC resource-loaded schedule phases (Engineering, procurement, construction, pre-commissioning, and commissioning) with strong knowledge of Project Planning/Scheduling.
  • Update and maintain resource-loaded schedules, perform critical path analysis, resolve scheduling conflicts, and monitor schedule delays, impacts, and variances to the baseline.
  • Evaluate and report schedule deviations and review change management.
  • Analyze, trend, and communicate schedule and progress information to project personnel through useful graphs and reports.
  • Provide weekly and monthly project reports and interface with Client representatives as necessary.
  • Lead the monthly process of Progress and Performance measurement based on EVM (Earned Value Method).
  • Prepare and present project planning reports for project management and customer review.
  • Ensure Change Management is adhered to by the project team to quantify impact to schedule and cost.
  • Lead the effort with the project team to develop mitigation plans to stay on schedule.
  • Conduct training procedure classes for management, stakeholders, and co-workers as needed.
