About The Position

PSI is seeking an experienced Q-Cleared Project Controls Specialist/Engineer (Mid-to-Senior Level) to support complex DOE programs and task orders. This role requires a highly skilled professional with cost and schedule management and with deep expertise in Earned Value Management Systems (EVMS). The ideal candidate will have 10+ years of progressively responsible project controls experience, including direct ownership of both cost and schedule functions in an EVMS-compliant environment. Must possess advanced proficiency in Primavera P6 (resource-loaded scheduling, critical path analysis) and hands-on experience in Deltek Cobra (cost processing, variance analysis, EAC development). Experience supporting DOE or other federal programs exceeding $50M is required. Candidate must have an active DOE Q clearance, or an inactive clearance eligible for rapid reactivation.

Requirements

  • Active DOE Q clearance, or an inactive clearance eligible for rapid reactivation.
  • Bachelor’s in computer science, Data Science, Business Analytics, Information Technology, Project Management or technical degree with 10+ years of experience. In lieu of degree, will consider candidates with equivalent 15+ years of experience
  • Experience supporting projects/programs valued at $50M+
  • Knowledge of DOE programs and projects
  • Demonstrated experience integrating P6 schedules with Cobra cost data
  • Direct experience (3+ years) supporting ANSI/EIA-748-compliance EVMS systems with proven experience producing CPR reports (formats 1-5), monthly variance analysis reports (VARs) and Estimate at Completion (EAC) using multiple methodologies
  • Direct experience supporting Control Account Managers (CAMs)
  • Strong working knowledge of actuals reconciliation with accounting systems and labor, material, and subcontract cost tracking
  • Minimum 3+ years active use of Deltek Cobra for EVMS cost processing, EAC development, and variance analysis

Responsibilities

  • Lead and execute integrated project controls functions including cost management, scheduling, risk analysis, and performance reporting
  • Establish and manage cost baselines and budget
  • Develop and conduct EVMS analysis (CV, SV, CPI, SPI, EAC
  • Prepare and deliver monthly project performance reports, corrective action plans, and executive-level briefings.
  • Conduct schedule risk assessments and critical path method (CPM) analysis, identifying key drivers, float trends, and potential impacts including advanced proficiency in schedule health metrics (DCMA 14-point assessment)
  • Collaborate with project managers, engineering, procurement, and finance teams to ensure accurate integration of scope, schedule, and cost data.
  • Provide mentorship and guidance to junior project controls staff, promoting best practices
  • Develop and maintain integrated master schedules (IMS) and ensure traceability to the Work Breakdown Structure (WBS) and Control Accounts
