About The Position

Edgewater Technical Associates is seeking qualified candidates for a Senior Project Construction Manager opportunity to support the Savannah River Site. This role involves managing all aspects of construction projects and maintenance activities on multiple complex multi-million-dollar projects critical to SRS operations. The position also includes responsibility for overseeing less significant projects managed by less qualified project managers, from conceptual design to completion, with a primary focus on safety, quality, schedule, and cost. The candidate will be responsible for managing the physical construction of all assigned projects and maintenance orders, ensuring completion within safety, cost, and schedule requirements. This includes obtaining and assigning personnel, optimizing manpower, and providing leadership by setting goals, priorities, and standards. The role emphasizes optimizing construction efficiency through early involvement in design phases and managing project teams and review boards to develop strategies and provide guidance. Establishing and controlling cost, schedule, and technical baselines, managing project staff, and developing innovative strategies for early milestone achievement are key aspects. The position also involves performing risk analyses and providing decision authority for corrective actions.

Requirements

  • Bachelor's degree in a technical discipline and 15 - 17 years of practical experience in construction.
  • In-depth knowledge of construction, cost and scheduling, subcontract administration and the ability to develop or evaluate construction strategies and techniques.
  • A highly comprehensive knowledge and understanding of project management and project planning at the tactical level.
  • Knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.
  • Must be a U.S. Citizen
  • Able to obtain and maintain a DOE “Q” security clearance (an active DOE clearance is not initially required to perform assigned duties).

Nice To Haves

  • An associate's degree and 17 - 19 years of practical experience would be considered equivalent.
  • A high school diploma and 19 - 21 years of practical experience would be considered equivalent.
  • Experience with developing large construction contracts for line-item capital projects.
  • Experience with oversight/management of subcontract/STR programs at Savannah River Site.
  • Experience with development of STR policies/procedures at Savannah River Site.
  • Possessed an active DOE clearance (L or Q) within the past two (2) years.

Responsibilities

  • Manage all aspects of construction projects and maintenance activities on multiple complex multi-million-dollar projects critical to SRS operations.
  • Responsible for a variety of less significant projects managed by less qualified project managers from conceptual design to completion with primary responsibility for safety, quality, schedule and cost.
  • Obtain safety training, obey safety rules, and make safety an integral part of each task.
  • Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition.
  • Responsible for managing the physical construction of all assigned projects and assigned maintenance orders ensuring that each job is completed safely, within cost and schedule requirements.
  • Obtain and assign exempt personnel to each job, or relies on the technical department manager (e.g., project controls, supervision, etc.) to identify personnel for assignments, optimize manpower, and provides leadership by setting and maintaining goals, priorities, standards of performance and the philosophies of construction management.
  • Ensure that construction efficiency is optimized by providing construction input and involvement in projects throughout the conceptual design phases and design, construction turnover and the completion phases of each project.
  • Assign and manage personnel to serve on project teams and directs review boards to develop construction strategies, design reviews, cost and schedule guidance and other input opportunities as the project progresses.
  • Establish and control costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines.
  • Manage professional and nonexempt employees to include career development, motivation, performance review, and salary administration.
  • Initiate and frequently deliver concise and accurate oral and written presentations to internal and external customers regarding construction status, changes and new approaches, including complex technical, organizational and financial issues.
  • Develop new and innovative alternative action strategies enabling the early achievement of milestones.
  • Perform risk analyses and provide decision authority for defining and approving corrective actions and establishing priorities.
