About The Position

Under the overall supervision of the Chief, Global and Domestic Programs Unit and the direct supervision of the National Programme and Liaison Officer in the Global Office in Washington D.C., the Senior Programme Associate – Donor Liaison will be responsible for carrying out the GO’s donor liaison functions to enhance IOM’s capacity to implement United States government (USG) funds effectively, including humanitarian response and recovery programming funded by the United States Department of State (DOS). The incumbent will provide procedural and technical guidance to IOM offices and coordinate donor reporting and programme-development processes within the assigned portfolio.

Requirements

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience; or, High School diploma with seven years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience working with a USG donor on humanitarian programming or on humanitarian programmes funded by the USG;
  • Proficient in Microsoft Office applications e.g., Word, Excel, PowerPoint, SharePoint; ability to utilize PRIMA and SAM.gov;
  • Excellent verbal and written communication skills;
  • Demonstrated ability to work in high pressure environments and under tight timelines;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to coordinate with diverse stakeholders.
  • Fluency in English is required (oral and written).

Nice To Haves

  • Understanding of and interest in migration issues, policies, and the Organization’s mandate is an advantage;
  • Strong understanding of the different geographic and functional bureaus and offices within the U.S. Department of State is an advantage;
  • Field experience on humanitarian, development or migration programming is an advantage.

Responsibilities

  • Liaise with DOS bureaus, including the Bureau of Disaster and Humanitarian Response (DHR), the Bureau of Population, Refugees and Migration (PRM), and regional bureaus, to advance effective IOM programme implementation and alignment with USG programmatic and funding priorities.
  • Act as the primary support focal point for senior managers in Headquarters (HQ), Regional Offices (ROs) and Country Offices (COs) on donor-related matters for bureaus within the assigned portfolio.
  • Assist in the development of tools and guidance to support IOM field missions to strengthen the quality of project proposals and reports.
  • Support the coordination and development of the IOM Washington D.C. office’s liaison mechanisms between IOM and USG grant managers, cognizant technical officers, and financial managers; and respond to routine questions from the USG regarding IOM programme activities.
  • Provide overall guidance and coordination of reporting processes to DHR and other DOS bureaus, including reviewing and editing quarterly and final project deliverables and reports, advising on reporting expectations and coordinating the preparation of information in response to ad hoc requests.
  • Facilitate and participate in regular calls between the donor in Washington, D.C. and IOM field missions (and/or HQ and ROs) about updates on relevant programme activities; write and/or file minutes of those calls and provide support to IOM field missions with the follow-up of possible action items agreed upon during those calls.
  • Provide procedural and technical guidance to IOM HQ, ROs, and COs to identify funding opportunities for humanitarian response and recovery programming, as well as to address challenges and promote information-sharing and project development.
  • Regularly update and contribute to knowledge management mechanisms with respect to awards within the portfolio.
  • Provide technical inputs and administrative support to IOM field offices in the development, review and submission of budget and narrative proposals for DOS funding opportunities.
  • Facilitate and organize official visits to IOM Washington D.C. and where appropriate, accompany official visitors to pertinent meetings with the donor; prepare talking points and notes for file.
  • Coordinate with IOM offices on briefings and events for U.S. audiences, as well as for meetings with DOS officials in field locations.
  • Undertake travel, as necessary, to support the above duties and strengthen relationships between donor and field colleagues.
  • Perform such other relevant duties as may be assigned.
