Raytheon has an exciting opportunity for a Senior Program Quality Engineer position in our Advanced EO/IR (Electro-Optical/Infrared) Solutions group at our McKinney, TX location. The effective candidates will implement and develop processes to deliver compliant systems and specific customer quality flow down requirements throughout program lifecycles. They will be responsible for supporting programs ensuring that Mission Assurance technical requirements are developed using approved development processes and procedures. The effective candidates will create or tailor existing planning to administer customer and internal quality requirements to the program teams and supply base. This an on-site position in McKinney, Texas.

Requirements

  • Bachelor’s Degree and a minimum of ten (10) years of engineering experience in the following; Ten years of experience in Quality, Engineering, Operations, and/or Program Management.
  • Experience in applying and adhering to Quality Management Systems IS09001 and AS9100.
  • Experience collaborating with program stakeholders to develop practical solutions to complex problems.
  • Experience in predictive and proactive measures and metrics assessments and taking actions to improve performance or mitigate problems.
  • Experience in program pursuit and capture and completion of Basis of Estimates (BOE).
  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Work experience in the Aerospace or Defense industry.
  • ASQ Quality Certification.
  • Experience working in Raytheon RCAS or a proven close- loop corrective action system.
  • CORE or Industry Six Sigma Greenbelt Certification.
  • Experienced in Earned Value Management, Cost Account Management, and Risk and Opportunity Management.
  • Experience with IPDS/gating or program phasing (nonrecurring/recurring activities).
  • Experience with Material and Failure nonconformance review boards (MRB/FRB).
  • Experience collaborating with program team members to develop practical solutions to complex problems.
  • Experience creating relationships with program management, cross-functional program stakeholders, suppliers, customers and government representatives.
  • Experience working with systems engineering, reliability and system safety requirements.
  • Experience writing reports and presenting to key stakeholders.
  • Experience using Microsoft Office Word, Excel, and PowerPoint.

Responsibilities

  • Lead, coach and mentor others in routine settings and difficult situations
  • Represent Mission Assurance (MA) on a program, project, and/or capture team including writing basis of estimates (BOE’s) for the quality portion of new program bids.
  • Leverage MA best practices to influence business decision makers to ensure efforts are properly focused on customer care-abouts and requirements associated with mission success.
  • Communicate program goals, targets, requirements and customer feedback to all MA disciplines, cross-functional program teammates and supply base to assure alignment.
  • Provide program directions to ensure quality tasking is accomplished within budget, on time and as defined in program planning.
  • Define and evaluate MA metrics.
  • Establish customer relations and process and validate customer corrective action requests.
  • Assess the impact of potential customer escapes.
  • Co-chair Program Area or Product Line Corrective Action Board (CAB) to meet measures and metrics from program reviews.
  • Ensure reviews and assessments of program performance are performed, including technical assessments of systems engineering, Quality Assurance (QA), lessons learned, technology, production and programmatic (cost, schedule, and risks) practices assuring Quality management System (QMS) processes are defined and implemented.
  • Review the Engineering program documentation, including specifications, requirements, specification control drawings, altered item drawings, assembly drawings, test plans, procedures, instructions and standard operating procedures prior to release for correctness to technical standards.
  • Act as the voice of the customer to assure mission results.
  • Manage MA teams in performing to expectation and mentoring employees in talent enhancement and new systems and processes including CORE and/or APQP
