About The Position

Lead and deliver complex, enterprise-level programs vital to Highmark's strategic transformation initiatives. This role involves the successful definition, implementation, and delivery of programs that require significant cross-functional collaboration and managing inter-dependencies across a group of projects and/or related activities. The Senior Program Manager will drive initiatives aimed at modernizing our product, sales, and underwriting capabilities, enhancing core operational workflows, improving client and producer experiences, and contributing to sustainable growth. This position navigates multiple moderate-probability, moderate-impact risk factors within the constraints of scope, quality, time, and budget, while managing a matrixed group of employees and contractors to achieve coordinated and impactful business outcomes.

Requirements

  • US Citizen (due to contractual/access requirements)
  • 10 years in Project Management
  • 10 years of delivering business solution using information technology
  • PMP or Certification in Project Management

  • Bachelor's Degree in Business Administration or Technology Management
  • Master's Degree in Business Administration or Technology Management
  • Demonstrated expertise in delivering innovative business solutions that leverage information technology to drive significant operational improvements and strategic advantage, within the healthcare or insurance industry
  • Strong understanding of product lifecycle management, sales processes, and/or underwriting workflows, preferably in a highly regulated industry like healthcare
  • Exceptional ability to translate strategic business objectives into actionable program plans and to manage complex, multi-stakeholder environments
  • Proficiency in change management principles and practices, with a track record of successfully guiding teams through significant organizational and technological shifts.
  • Strong financial acumen, including experience in developing business cases, tracking program ROI, and managing budgets for large-scale initiatives.
  • Adaptability and resilience in navigating ambiguous or rapidly changing environments, demonstrating a proactive approach to unforeseen challenges

Responsibilities

  • Work with management to assemble project teams and work groups to produce deliverables required to achieve the objectives of a defined corporate program.
  • Lead project managers and work group leaders in the development and maintenance of comprehensive plans for a defined corporate program.
  • Organize, direct and coordinate cross-functional activities to focus corporate resources on the successful delivery and implementation of the desired results for a defined corporate program and/or strategic initiative.
  • Work with the executive sponsor of a corporate program (VP or higher), and other management as required to achieve the objectives of a defined corporate program.
  • Acquire detailed understanding of the business objectives for an assigned area.
  • Monitor and evaluate the progress, alignment and financial “health” of a cross-functional group of projects and related activities which together, constitutes a defined corporate program.
  • Direct corrective action as needed to maintain the viability of the program.
  • Report to the executive team/sponsor/steering committee on the progress, business impacts and strategies around the program(s).
  • Assess risks that might jeopardize successful achievement of the desired results of a program, develop risk mitigation strategies and tactics, and implement risk mitigation plans.
  • Partners with procurement to develop and execute strategies related to the service/asset contracts.
  • Manages the vendor to the responsibilities outlined in the contract and statement of work.
  • Other duties as assigned or requested.
