Applied Research Solutions has a unique opportunity for a Senior Program Manager with Program Execution Group (PEG) experience, to support the Attack Systems Division, Foreign Military Sales (FMS), at Wright-Patterson AFB, OH. Requirements

  • Must have DOD/USAF Civilian Manpower Experience
  • Master’s or Doctorate Degree in a related field and six years of experience in the respective technical / professional discipline being performed, three years of which must be in the DoD.
  • OR bachelor’s degree in a related field and eight years of experience in the respective technical/professional discipline being performed, three of which must be in the DoD.
  • OR, 15 years of directly related experience, eight of which must be in the DoD.

Responsibilities

  • Possess knowledge of USAF acquisition program management policies and procedures supporting systems, subsystems, and equipment procurement, including post-award program management across all life cycle phases.
  • Provide FMS expertise across all DoD acquisition stages, including planning, execution, delivery, sustainment, and closure, in accordance with applicable policies and guidelines.
  • Apply acquisition program management principles to support a wide range of activities for current and future F/B Directorate aircraft programs and platforms.
  • Coordinate documentation across functional areas, including financial management, program management, contracting, configuration management, engineering, and logistics.
  • Support risk management, project management, process improvement, and logistics activities, including participation in Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs).
  • Assist in collecting and analyzing program inputs across the acquisition life cycle to support research, development, testing, production, fielding, sustainment, and modernization of warfighting capabilities.
  • Assess program progress and communicate recommendations effectively to senior leadership, both orally and in writing.
  • Demonstrate knowledge of development and test activities supporting Urgent Operational Needs (UON) and Joint Urgent Operational Needs (JUON), including support to execution teams through recommendations on test approaches, integration, and trade-offs among risk, schedule, performance, and cost.
  • Develop and review program documentation, including business case analyses, trade studies, acquisition and logistics estimates, requirements documents, and acquisition strategies.
  • Support program office activities across all acquisition phases, including Materiel Solution Analysis (MSA), Technology Maturation and Risk Reduction (TMRR), Engineering and Manufacturing Development (EMD), Production and Deployment, and Operations and Support (O&S).
  • Monitor and coordinate security assistance activities to ensure compliance with applicable policies and regulations, including LORs, LOAs, AECA, ITAR, and related legislation.
  • Assist in the implementation and execution of LOAs in accordance with AECA, SAMM, and DSCA guidance, completing assigned tasks with minimal oversight.
  • Support pre-LOA development, including SOOs, SOWs, and review of contractor proposals.
  • Provide acquisition expertise and advisory support to Security Assistance Program Managers (SAPMs), leadership, and functional teams across all acquisition phases.
  • Assist in developing key acquisition and program documentation, including MOAs/MOUs, SOOs, PWSs, SOWs, RFPs, ASPs, Service Bulletins, Engineering Technical Documents, requirements documents, and Analysis of Alternatives (AoAs).
  • Other duties as assigned.
