About The Position

Aalis Management Consulting seeks an experienced Senior Program Manager to provide strategic program management and analytical support to a Federal Agency. This senior-level position will lead assigned program areas, oversee contractor performance, coordinate with government stakeholders, and ensure the successful execution of high-visibility initiatives involving healthcare, facilities, engineering, and capital improvement programs. The Senior Program Manager will serve as the lead for designated program portfolios and will be responsible for planning, tracking, and reporting on project performance, risks, milestones, and deliverables. The ideal candidate is a recognized expert in federal program management with a proven ability to lead teams, deliver executive briefings, and drive continuous improvement in complex operational environments.

Requirements

  • Bachelor's degree in Engineering, Healthcare Administration, Program Management, Business Administration, Science, or a related field.
  • Minimum of 15 years of experience managing federal capital, facilities, healthcare engineering, construction, or infrastructure programs.
  • Demonstrated experience leading large, complex federal programs and supervising multidisciplinary teams.
  • Strong analytical, organizational, and executive communication skills.
  • Proficiency in the Microsoft Office, including Word, Excel, PowerPoint, Outlook, and Teams.
  • Experience with business intelligence and analytics tools such as Microsoft Power BI or Tableau.
  • Applicant must be a U.S. Citizen for consideration.

  • Current Project Management Professional certification.
  • Experience supporting the Department of Veterans Affairs or other federal healthcare agencies.
  • Background in facilities engineering, construction management, or healthcare infrastructure.

Responsibilities

  • Serve as the lead Program Manager for assigned federal program areas.
  • Provide oversight of contract performance, deliverables, schedules, and staffing.
  • Act as the primary liaison to the Contracting Officer (CO), Contracting Officer's Representative (COR), and technical representatives.
  • Support onboarding and orientation of contractor staff.
  • Track project milestones, budgets, risks, and performance metrics.
  • Coordinate issue resolution and escalation with government stakeholders.
  • Prepare executive briefings, dashboards, and status reports for senior leadership.
  • Identify opportunities to improve program efficiency and operational effectiveness.
  • Supervise contractor personnel and enforce work standards and quality expectations.
  • Support strategic planning and continuous process improvement initiatives.
