Senior Program Manager, Safety, Health & Wellness
About The Position
The Senior Program Manager for Safety, Health & Wellness provides unified statewide program oversight, staff supervision, partnership development, and grant maintenance for IRC Arizona’s Health and Safety & Wellness programs in Phoenix and Tucson. The role maintains service delivery and contract compliance across therapeutic services, asylum casework, survivor services, anti-trafficking and victim services, medical case management, public health, and health literacy programming. It develops a shared statewide strategy to strengthen program quality, expand partnerships and diversified funding, and coordinate growth and shared learning while allowing each office to respond to its community’s needs. The position coordinates strategy and resources across both offices, oversees program quality and grant implementation, supports trauma-informed service delivery, and monitors compliance, budgets, activities, and outcomes. It develops and maintains community partnerships, identifies funding and program expansion opportunities, and provides coaching and supervision to staff, interns, AmeriCorps members, and volunteers. The position reports to the Site Director, Tucson. The work combines a standard office environment, remote work, and field time in the service delivery area. Regular travel between Phoenix and Tucson is required, with occasional domestic non-local travel of up to 10%. Occasional evening or weekend work may be required.
Requirements
- Undergraduate degree in social work or equivalent work experience required.
- At least 5 years of related professional experience, including experience supervising case management staff, grant reporting, and program development.
- Demonstrated experience with trauma-informed, victim-centered, and/or public health service models.
- Excellent written and spoken English skills.
- Strong organizational skills and attention to detail, with excellent writing and analytical skills.
- Ability to communicate and work effectively with partners, the community, and clients in a cross-cultural, multidisciplinary environment.
- Computer literacy.
- Ability to work independently across multiple sites and be a flexible team player.
- Valid driver’s license, active insurance policy, and access to reliable transportation for regular travel between Phoenix and Tucson.
- Must possess or be eligible to receive a fingerprint clearance card.

Responsibilities
- Coordinate statewide Health and Safety & Wellness programming across Phoenix and Tucson, aligning strategy, tools, and resources while preserving local operational flexibility.
- Identify statewide and office-specific priorities and support leadership decisions regarding program investment, expansion, consolidation, or redesign.
- Develop shared collaboration frameworks and program standards that promote consistency and quality.
- Analyze local and national public health, safety, and wellness trends affecting clients and serve as IRC Arizona’s subject matter expert on these issues.
- Oversee program staff and foster collaboration, professional development, and cross-office exchange.
- Develop strategies and frameworks for program operations, grant implementation, subcontract logistics, and monitoring across both offices.
- Implement, monitor, and provide ongoing training on a trauma-informed service model.
- Provide supervision and case coordination to ensure acute client needs are addressed promptly and appropriately.
- Monitor service delivery through file reviews, client interviews, and field visits to ensure donor compliance and quality.
- Track budgets, expenditures, and program activities; meet donor deliverables; compile data and draft required reports.
- Support development or expansion of programming in areas including intensive case management, trafficking and survivor support, behavioral health, chronic disease prevention, maternal and child health, healthcare navigation, community health workers, and health education.
- Identify stakeholders, partners, resources, donors, and volunteers to support program growth.
- Assess responsible opportunities to adapt or expand services to underserved populations consistent with IRC’s mission, policies, and operational capacity.
- Coordinate with other IRC teams on multidisciplinary approaches to improve client outcomes.
- Build and maintain relationships with health agencies, FQHCs, hospitals, universities, Medicaid health plans, behavioral health providers, law enforcement, community organizations, and philanthropic partners.
- Develop community outreach strategies and engage new stakeholders.
- Review, recommend, and write grant opportunities in partnership with the Grants Manager and in alignment with the office strategic action plan.
- Support funding diversification to reduce dependence on refugee arrival levels or any single government funding stream.
- Directly supervise program supervisors and staff across the Health and Safety & Wellness departments.
- Provide coaching, leadership development, technical assistance, and cross-office collaboration opportunities to strengthen staff capacity.
- Supervise AmeriCorps members, MSW interns, and volunteers associated with each program.
- Coordinate outreach and training activities to meet program outcomes.
- Participate in senior management meetings and staff development activities as requested.
- Model IRC values and commitment to its mission and clients, and comply with IRC policies, procedures, and protocols, including the IRC Way and Child Safeguarding.
- Perform other duties as assigned.
