Job Summary Battelle’s Ravenstar portfolio delivers advanced Radio Frequency (RF), Electronic Warfare (EW), and communications systems for U.S. Government and select commercial customers. Ravenstar work spans the full system lifecycle—from early concept development and capture through detailed design, integration, test, and transition to operations—bringing together RF design engineers, systems engineers, and test engineers to deliver mission-relevant capabilities in complex operational environments. The Senior Program Manager, RF Portfolio provides senior, experienced leadership for a portfolio of highly complex RF, EW, and communications programs with significant technical, financial, and strategic impact to Battelle. This role is accountable for end-to-end program and portfolio execution, client engagement, capture and business development leadership, and alignment of technical execution with Battelle’s strategic growth objectives. The position places a strong emphasis on capture leadership—shaping opportunities, influencing customer requirements, building teaming strategies, and positioning Battelle to win new and follow-on work—while ensuring disciplined execution of active programs across cost, schedule, and technical performance.

Requirements

  • Bachelor’s degree in Engineering, Science, or a related technical field with 12+ years of relevant experience; or an equivalent combination of education and experience.
  • Demonstrated experience leading large, complex federal programs or portfolios with significant technical and programmatic risk.
  • Strong background supporting or managing RF, EW, communications, or complex technical system development programs.
  • Proven experience in capture leadership, proposal development, and customer engagement for federal programs.
  • Ability to lead cross-functional, geographically distributed teams within a matrix organization.
  • Strong financial, contractual, and risk management acumen.
  • U.S. Citizenship required; ability to obtain and maintain a U.S. Government security clearance.

Nice To Haves

  • PMP certification or equivalent program management credential.
  • Experience managing portfolios that include both federal and commercial customers.
  • Familiarity with RF system development, integration, and test environments, including laboratory and field test activities.
  • Experience building and managing strategic teaming relationships with industry partners, subcontractors, and academic institutions.
  • Existing relationships with DoD, IC, or other federal sponsors relevant to RF, EW, or communications missions.

Responsibilities

  • Provide overall leadership and management for a portfolio of complex, multi-year RF, EW, and communications programs within the Ravenstar portfolio.
  • Establish and oversee integrated program management processes that align cost, schedule, risk, and technical performance across multiple projects and teams.
  • Lead development and execution of portfolio plans, including strategic roadmaps, staffing strategies, and performance metrics aligned to Battelle and business unit objectives.
  • Ensure programs are executed in compliance with Battelle policies, quality systems, safety requirements, and applicable government and industry regulations.
  • Lead and support capture activities for new and follow-on federal programs, including opportunity shaping, customer engagement, and win strategy development.
  • Build and sustain trusted relationships with government customers, influencing future program direction and aligning Battelle capabilities to emerging needs.
  • Develop and execute capture plans, including competitive assessments, teaming strategies, and solution positioning.
  • Play a key leadership role in proposal development, ensuring proposed technical and management approaches are executable, competitive, and aligned with customer priorities.
  • Identify opportunities to expand Ravenstar capabilities into adjacent missions or commercial markets where appropriate.
