About The Position

The Senior Program Manager, IO&T owns the delivery of installation, outfitting and transition (IO&T) programs across Bodwé's federal healthcare and facilities portfolio. This is an ownership role, not a support role: the incumbent is accountable for program performance, client outcomes, staffing execution and the development of the project managers and specialists assigned to the portfolio. In addition to program ownership, the Senior Program Manager carries the capture pen for Defense Health Agency (DHA) and related federal health pursuits — approximately 20–30% of the role — partnering with the Growth team on opportunity identification, capture planning, teaming and proposal development in the markets they know best.

Requirements

  • Bachelor's degree in a technical, healthcare, business or related field, or equivalent combination of education and experience.
  • Minimum ten (10) years of progressive program or project management experience supporting federal facilities, healthcare facilities or installation/outfitting programs.
  • Demonstrated IO&T experience, including requirements validation, equipment planning, activation and facility transition.
  • Experience supporting Defense Health Agency, Army MEDCOM, USACE, VA or comparable federal healthcare/facilities clients.
  • Experience managing or overseeing programs or portfolios of significant scale, including funding execution and performance reporting.
  • Demonstrated experience supervising, mentoring and developing project management staff.
  • Experience in federal capture and proposal development (opportunity qualification, capture planning, proposal writing).
  • Strong written and verbal communication skills, including executive- and client-level briefing.
  • Proficiency with Microsoft 365; ability to work with program data, dashboards and reporting tools.
  • Must be authorized to work in the United States and able to pass a federal background investigation.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel.
  • Must have or be able to obtain and maintain a valid driver's license.

Nice To Haves

  • Experience with MEDCASE / MEDLOG, DMLSS, GFEBS or comparable federal equipment and funding systems.
  • Familiarity with DD Form 1391, DA Form 4283 and federal military construction / SRM programming documentation.
  • Working knowledge of EM 385-1-1 and healthcare facility standards (e.g., ASHE, Joint Commission, FGI Guidelines).
  • PMP, Certified Scrum Master, or equivalent program management certification.
  • Experience building or administering Power BI or comparable reporting for facility data (e.g., RPIE, real property inventories).
  • Experience in a small business, 8(a) or tribally owned federal contracting environment.

Responsibilities

  • Own execution of assigned IO&T programs end to end — scope, schedule, deliverables, quality and client satisfaction.
  • Validate IO&T equipment and outfitting requirements against applicable federal standards (e.g., MIL-STD-1691, SB 8-75 MEDCASE) and client program documentation.
  • Manage transition, activation and turnover planning for new, renovated and repurposed federal healthcare and mission facilities.
  • Serve as the senior programmatic interface to Contracting Officers, CORs, program offices and installation stakeholders.
  • Track and report program status, risk, funding execution and performance metrics to Bodwé leadership and the client; escalate issues with recommended courses of action.
  • Establish and improve repeatable program processes, templates and reporting so that portfolio performance does not depend on individual heroics.
  • Own staffing execution for the IO&T, and similar, portfolio: forecast requirements, define position requirements and labor categories, and drive fill against contract need.
  • Partner with Talent Acquisition and Contracts to recruit, onboard and mobilize program staff and subcontractor personnel.
  • Supervise, mentor and develop assigned project managers, specialists and analysts; build bench strength and identify successors.
  • Manage utilization, workload balance and performance of assigned staff in coordination with the Market Leader.
  • Identify, qualify and shape DHA and federal health opportunities, leveraging an active government and industry network.
  • Lead capture planning for assigned pursuits: customer call plans, competitive assessment, solution and staffing approach, and teaming strategy.
  • Author and orchestrate technical, management and staffing volumes in coordination with the Proposal team.
  • Support client relationship development, industry days, sources-sought responses and market intelligence for the federal health portfolio.
