About The Position

Voya is advancing a complex enterprise cloud migration and data center exit initiative, with approximately 400 applications moving from on-premises data centers to the cloud. Azure is the target cloud provider; however, relevant experience with any major public cloud provider is valued. This Senior Program Manager role will be part of the Enterprise Project Management Office (EPMO) and will provide strategic planning, program governance, and execution leadership across a large, cross-functional transformation effort. The successful candidate will bring strong EPMO program management discipline, executive communication skills, and the technical fluency needed to partner effectively with application development, infrastructure, cloud engineering, data, security, operations, vendor partners, and business stakeholders. This role requires a leader who can translate complex technical work into clear plans, measurable outcomes, and actionable decisions while helping teams navigate dependencies, risks, issues, and priorities in a fast-paced environment.

Requirements

  • Significant experience leading large-scale cloud migration, data center exit, infrastructure modernization, application modernization, or enterprise transformation programs within a structured PMO or EPMO environment.
  • Demonstrated senior program management experience, including strategic planning, integrated roadmap development, governance routines, executive-level status reporting, financial management, risk and issue management, and dependency coordination.
  • Proven ability to partner with senior business and technology leaders to translate enterprise objectives into actionable plans, measurable outcomes, and disciplined delivery execution.
  • Experience coordinating complex migration work across application, infrastructure, security, network, database, operations, vendor, and business teams.
  • Experience managing application remediation and development activities required to support cloud migration readiness and production deployment.
  • Strong understanding of infrastructure concepts, including compute, storage, networking, databases, load balancing, firewalls, DNS, identity, monitoring, backup, disaster recovery, and environment provisioning.
  • Working knowledge of security capabilities and controls required for cloud migration, including access management, firewalls, web application firewalls, key vaults, certificates, secrets management, and secure connectivity patterns.
  • Familiarity with DevSecOps, CI/CD pipelines, infrastructure as code, observability, site reliability engineering practices, and cloud operating models.
  • Ability to listen to technical resources, ask effective questions, connect technical details to business impacts, and identify dependencies, risks, issues, assumptions, and decisions across application, infrastructure, data, network, and security domains.
  • Demonstrated ability to manage ambiguity, influence without direct authority, balance competing priorities, and lead teams through a fast-paced delivery environment.
  • Working knowledge of public cloud migration concepts and patterns across Azure, AWS, Google Cloud Platform, or similar cloud providers.
  • Experience operating in regulated environments with security, compliance, audit, privacy, or risk management requirements.
  • Bachelor’s degree or an equivalent combination of relevant professional experience, training, and industry-recognized certifications.

Responsibilities

  • Lead strategic planning and execution for a major enterprise cloud migration and data center exit program, ensuring alignment to business objectives, technology priorities, and EPMO standards.
  • Develop and manage an integrated program roadmap, including milestones, workstreams, dependencies, risks, issues, decisions, financials, and executive reporting.
  • Partner with EPMO leadership, technology executives, business stakeholders, and vendor partners to establish clear program outcomes, governance routines, escalation paths, and delivery expectations.
  • Drive applications through the migration lifecycle, including design, remediation, build, test, migration, stabilization, operational transition, and post-migration support.
  • Oversee application remediation and development activities required to prepare workloads for cloud migration, including currency remediation, vulnerability remediation, security updates, cloud standards adherence, and production readiness.
  • Coordinate application development, infrastructure, cloud engineering, networking, database, security, DevOps, operations, and business teams to remove blockers and maintain delivery momentum.
  • Ensure readiness for each migration wave, including environment preparation, connectivity, security controls, monitoring, backup and recovery, cutover planning, rollback planning, operational handoff, and benefit realization tracking.
  • Communicate program health, risks, decisions, and accomplishments to senior leaders through clear, concise, and actionable updates.
